Baltimore County 2005
Land Preservation, Parks and Recreation Plan

The County's 2005 Land Preservation, Parks and Recreation Plan (LPPRP) was approved by the Baltimore County Council as a master plan addendum at the Council's July 3, 2006 meeting (Council Resolution 52-06). The LPPRP, which must be submitted to the State of Maryland every six years, serves as the "master plan" for the Baltimore County Department of Recreation and Parks. The plan features such content as evaluations of existing parks and recreation priorities and programs, assessments of existing and future parkland acreage and recreational facility needs, and identification of general and specific parks and recreation-related goals, objectives and proposed priority projects. The plan also references and summarizes Baltimore County's efforts in the realms of agricultural land preservation and natural resources conservation. As a result of Council approval, the LPPRP now serves as a formal addendum to Baltimore County Master Plan 2010.

Plan Formulation Process

Preparation of the County's 2005 LPPRP began with a public meeting held on May 19, 2004 to obtain input pertaining to the parks and recreation component of the plan. Attendees provided input relating to Baltimore County's parks, recreation, and general land preservation efforts, and made suggestions for future projects. Further opportunities for providing input via mail and e-mail were made available through Fall of 2004. The testimony provided at the meeting was combined with input received thereafter, and played an important role in the formulation of recreation, parks, and open space policies, goals, objectives, and priorities within the plan. The draft LPPRP was completed in August of 2005, and submitted to the Maryland Departments of Planning (MDP) and Natural Resources (DNR) for review and comment. The plan was made publicly available and distributed to the County Executive's Office, County Council, and other County agencies in September of 2005. Comments and input on the draft were welcomed and accepted through October 7, 2005.

After the draft review period, the Department of Recreation and Parks and Department of Environmental Protection and Resource Management (DEPRM) completed revisions to the LPPRP based upon input from both the public and the reviewing State agencies. The proposed "final" version of the plan was submitted to the State in December of 2005, and forwarded to the County's plan adoption process in February 2006. The LPPRP was formally presented to the Baltimore County Planning Board in February of 2006, with the Board hosting a public hearing and voting to approve and refer the LPPRP to the County Council for adoption as a Master Plan 2010 addendum. The LPPRP was then forwarded to the Baltimore County Council, which adopted the plan via Resolution number 52-06 on July 3, 2006.

The Department of Recreation and Parks wishes to express its appreciation to the many citizens that provided their comments and suggestions through the various public input processes associated with the LPPRP. The 2005 Land Preservation, Parks and Recreation Plan will now serve as an important resource that helps guide the County's parks, recreation and land preservation program, and updates the parks and recreation component of Baltimore County Master Plan 2010.

The full document is very large and is recommended for only high speed internet connections. Hard copies of the 2005 LPPRP will be distributed to Baltimore County's Public Libraries in summer of 2006, where the plans will be made available as reference materials.
