The function of the board is to formulate recreation and parks policies for Baltimore County, holding itself responsive to the requested needs of all the county citizens while evolving a fiscal balance of programs, facilities, and park land. The policies of the board constitute the course of action to be taken by the Department of Recreation and Parks in Baltimore County. The basic concept of the board is to help local communities through the local Recreation and Parks Council, to help themselves in meeting their recreation and park needs, and to afford recreation direction only where wanted and where the people indicate a desire and willingness to help themselves. Members represent each of the councilmanic districts and are appointed by the district's councilman. There are three board members and a teen representative that are appointed by the County Executive. The current board is: Chairman- Stephen L.
