General
The Eastern Sanitary Landfill accepts:
1. Residential waste, including bulk refuse, from Baltimore County authorized collectors or Western Acceptance Facility
2. Shredded residuals or non-processable waste from the Baltimore County Resource Recovery Facility
3. Waste from authorized Baltimore County agencies, and State agencies (if generated in Baltimore County)
4. Household refuse, including recyclables and compostables, generated at a Baltimore County house, apartment, condominium, trailer, etc., and delivered by that resident. (There would be no disposal charge for this type of waste.)
5. Commercial refuse generated in Baltimore County delivered by collectors/transporters with a valid Baltimore County charge account or by collectors/transporters paying cash. (Call the Bureau of Solid Waste Management at (410) 887-2000 for information/questions on obtaining a charge number.) {Note: Any person who accepts compensation for clean-up, hauling, disposal, etc., of solid waste is deemed a commercial operation, as well as landlords (including those persons renting houses apartments, condominiums, etc.) and apartment refuse (as determined by the County).}
6. Asphalt, concrete, and earth in accordance with "Regulation on Acceptance of Asphalt, Concrete, and Earth at Eastern Sanitary Landfill".
Unacceptable/Non-Permitted Waste
(Regardless Of Hauler Or Source)
1. Controlled Hazardous Substances (CHS) or hazardous wastes and liquids of any type, e.g., acids, caustics, pesticides, chemicals (as defined by COMAR 26.13.02, as amended).
2. Explosive materials of any type.
3. Flammable materials of any type (e.g., propane tanks unless empty with the valves removed).
4. Medical/special medical wastes (e.g., pathological, infectious) (as defined in Environmental Article Section 9-227, as amended and Baltimore County Code 13-32, as amended).
5. Radioactive wastes (as define by COMAR 26.12.01, as amended).
6. Septage or sewage scavenger wastes.
7. Liquids or liquid waste (as determined by EPA Method 9095 Paint Filter Liquids Test), except waste oil and antifreeze (and any other liquid which may be deemed by the County to be acceptable for recycling) delivered by homeowners and stored for recycling.
8. Automobiles.
9. Drums or tanks (except those for hot water, cold water storage, etc.; and those containing asbestos or other special permitted/approved wastes) unless empty and flattened or crushed with the tops removed, or empty with holes in the tops.
10. Animal carcasses resulting from medical research activities or destruction of diseased animals.
11. Chemical or petroleum spill clean-up materials, except special permitted/approved wastes in accordance with "Regulation for County Acceptance of Non-Hazardous 'Special' Solid Wastes."
12. Sewage sludge, processed sewage sludge, etc., except if specially permitted.
13. Any waste not generated in Baltimore County.
14. Any other waste so determined by the County (Bureau of Solid Waste Management or Department of Environmental Protection and Resource Management).
Unacceptable/non-permitted wastes, such as those listed above, must be taken to a suitably permitted facility. Restricted Wastes
(in addition to the preceding List of Unacceptable/Non-Permitted Waste)
The following items are also NOT acceptable from any source, unless either specific approval is obtained from the Bureau of Solid Waste Management or processing/marketing capability is available or developed at the site, or specific procedures or other applicable regulations are followed:
1. Tree stumps greater than 12" in height and more than 36" across the roots.
2. Tree logs and wood larger than 8" x 8" x 6' long, including railroad ties.
3. Concrete curb and concrete gutter.
4. Steel slabs and iron.
5. Reinforcing bars and steel rods.
6. Wire (large spools) and steel cable.
7. Vehicle bodies and frames.
8. Concrete and stone greater than 18" in size.
9. Passenger tires if more than four (4) or if on rims.
10. Tires greater than 16" in diameter.
11. Tires in commercial loads of refuse.
12. Waste from a medical facility.
13. Septic tanks (metal or concrete).
14. Boats.
15. Campers, pick-ups caps, etc.
16. Non-hazardous 'special' wastes (e.g., asbestos, asbestos shingles, food contaminated waste, industrial waste, etc.).
17. Any other item which would be detrimental to the compaction equipment (the sole judge shall be the Landfill Manager, Supervisor or Crew Chief).
The Bureau of Solid Waste Management may elect to require anyone delivering non-acceptable wastes to pick-up and remove the wastes.
Non-hazardous 'special' wastes (such as asbestos, asbestos shingles industrial wastes, spoiled food products and any other waste so defined by either the County Department of Environmental Protection and Resource Management or Bureau of Solid Waste Management) are accepted only by completing a Request Form in accordance with the "Regulation for County Acceptance of Non-Hazardous 'Special' Solid Wastes."
MIXED LOADS OF PROCESSABLE AND/OR NON-PROCESSABLE WASTE AND/OR RECYCLABLE/compostable MATERIALS SHALL NOT BE ACCEPTED AT THE EASTERN SANITARY LANDFILL. {If necessary, the hauler may have to source separate his waste and/or change his collection procedures in order to keep the three categories of materials separate.}
All PROCESSABLE commercial refuse shall be taken to a processing facility (e.g., the Pulaski Incinerator, the Baltimore RESCO (or BRESCO) facility or Baltimore County Resource Recovery Facility). See their lists of "Unacceptable/non-processable Waste"). The Bureau of Solid Waste Management may elect to accept processable commercial refuse that is generated in Baltimore County if the County determines that there is not adequate processing capacity in the region.
All RECYCLABLE/compostable wastes shall be taken to the appropriate recycler or processing facility. Depending on market availability and recycling feasibility, the County at its sole option shall determine what is recyclable and, thus, what is not acceptable.
All suitable loads of construction/demolition waste shall be taken to a suitably permitted site. Even though the material may meet the size restrictions as previously described, the County at its sole option and discretion may elect to refuse to accept any loads which are acceptable for disposal in a permitted rubble or land clearing landfill or processing facility.
All commercial loads allowed to dispose of their waste at the working face shall be subject to inspection by the County at the County's sole option and discretion, with the hauler remaining on-site until the inspection is completed.
The charges at the Eastern Sanitary Landfill shall be in accordance with the "Regulation for Disposal Rates at Eastern Sanitary Landfill". (Note: Waste will not be accepted at the Eastern Landfill if any processable, recyclable, compostable, or construction/demolition material is deemed unacceptable for disposal at or rejected from a processing, recycling, or other suitably permitted facility due to the type or condition of the delivery vehicle, any 'treatment' or 'processing' of the waste, credit problems of the hauler, etc.)
Refuse Delivered By County Residents
Baltimore County residents (homeowners and tenants) shall either deliver their waste separated or be able to separate them at the site into the following categories, which may be changed at the sole option and discretion of the Bureau, depending on markets and end uses, in accordance with "Regulations for use of Homeowners'/Residents' Facility and Recycling Drop-off Center."
1. Recyclable materials
a. Paper
b. Glass containers
c. Plastic bottles
d. Aluminum cans
e. Tin cans
f. Antifreeze
g. Oil
h. Batteries (car, boat, motorcycle)
i. Large metallic items (including tire rims)
j. Mattresses/Box Springs2. Passenger tires (without the rims)
3. Lawnmowers
4. Yard waste (e.g., grass, leaves, brush)
5. Earth
6. Concrete
7. Asphalt
8. Asbestos shingles
9. Latex paint
10. Other waste
Depending on the waste being delivered, the Bureau may request the resident to deposit it in several different locations, either at the Homeowners'/Residents' Facility or elsewhere on the Landfill. It is the sole responsibility of the resident to unload his waste/recyclables without assistance by the County.
At least five (5) working days before using the Eastern Sanitary Landfill, the Bureau of Solid Waste Management office (410) 887-2000, Monday - Friday, 8 a.m. - 4 p.m. should be contacted for prior approval if any one of these conditions exist and the resident desires free disposal:
1. A resident wishes to use a vehicle other than a car, van, or pick-up.
2. A resident wishes to deliver waste which could be construed to be commercial, whether from a business establishment or from 'odd jobbing' or 'handyman' operations.
3. A resident has a relative or friend who will be hauling the waste on behalf of the resident and at no cost to the resident.
4. A resident wishes to deliver more than two (2) loads in any size vehicle within a week and more than six (6) loads per calendar year.
5. A resident wishes to deliver an item not complying with the section entitled "Restricted Wastes" (e.g., nonmetallic boats or campers).
6. A resident wishes to use a commercially marked vehicle.
Before approval is given, there may be an on-site inspection by the Bureau to verify that the waste is generated by the resident and that it is not a commercial operation. After the on-site inspection, the homeowner will receive an "Authorization Form" to show at the scalehouse. This "Form" shall be signed by the inspector and shall stipulate a time limit for gratis disposal services. (The scalehouse or Receiving Facility attendant, at his/her option, may waive #1, #2, or #3, based on the circumstances, for the first load, whereas the Landfill Manager, Supervisor, or Crew Chief may waive #4 or #5.)
Unless prevented by operational problems (at the sole discretion of the on-site supervision), pick-up and larger sized trucks must dispose of their waste (exclusive of recyclables, tires, lawnmowers, etc.) at the working face of the landfill, whereas only cars may use the Homeowner's Facility near the front gate; however, on-site supervision may allow other than cars to use this Facility for small quantities of material.
If a community or non-profit clean-up were to use a commercially marked vehicle or a vehicle larger than a pick-up truck and wishes to have the disposal fee waived, a request must be submitted in writing to Chief, Bureau of Solid Waste Management (Room 225); County Office Building; Towson, MD 21204 at least seven days prior to the desired delivery in accordance with any other applicable guidelines. Call the Bureau of Solid Waste Management for additional information.
Boats and campers, pick-up truck caps, etc. that are not broken down in order to comply with the size restrictions may be accepted from residents (no commercial operations) provided that the following are complied with:
1. The boats (including rowboats, canoes, kayaks, etc.) and campers, pick-up caps, etc. are wood or fiberglass. (Metallic ones are not accepted.)
2. The items are stripped, that is the following items (which may be added to as is deemed appropriate) are removed:
a. gasoline tanks, propellers, engines, any liquids of any type, from any boats
b. axles and wheels from any campers
c. any loose items
d. any other 'substantial' metallic objects
e. any recyclable items
f. any "unacceptable/non-permitted waste" as listed herein3. The items are to be considered commercial refuse and are to be charged the prevailing commercial rate.
4. The resident contacts the Bureau prior to delivery.
The address of the Eastern Sanitary Landfill is 6259 Days Cove Road, White Marsh, MD 21162, and is located one mile east of the 11400 block of Pulaski Highway (Route 40). The intersection of Days Cove Road and Pulaski Highway is one block east of the intersection of Allender Road and Pulaski Highway (or 2.5 miles -- or three traffic lights -- east of Pulaski Highway and White Marsh Boulevard).
Normal operating hours of the Eastern Sanitary Landfill for the disposal of acceptable commercial refuse and refuse delivered by residents are Monday - Saturday, 7:30 a.m. - 3:30 p.m., exclusive of the major holidays (New Year's Day, Memorial Day, July 4, Labor Day, Thanksgiving Day, and Christmas). All vehicles must be in the gate by 3:30 p.m. Commercial haulers and residents who use the working face of the landfill must discard their items and leave the site by 3:45 p.m. and residents using the Homeowners'/Residents' Facility must leave the site by 4 p.m., whether they are done or not. If, in the opinion of the Bureau, it is felt that the user would not be able to leave the site by the designated time, the Bureau at its sole option may elect not to accept the load.
All users of the site shall follow signage and direction of the on-site personnel.
Failure by anyone (whether a resident or commercial hauler or government agency) to adhere to these regulations may result in the Bureau, at its sole option and discretion, to either permanently or temporarily bar any violator (the specific driver and/or hauling company and/or generator) from using the site. In addition, where applicable, there may be either criminal or civil prosecution. Scavenging is prohibited in compliance with our Refuse Disposal Permit.
