Proposed Changes to Ten Year Plan and Regulations

Public Hearing and Written Comment Period

The Baltimore County Department of Public Works (DPW) is proposing several amendments to Baltimore County’s Ten Year Solid Waste Management Plan (“the Plan”). The DPW is also proposing several revisions to the Bureau of Solid Waste Management’s regulations.

In order to solicit input from the community, a public hearing is being held on Monday, December 16, 2013, from 7 p.m. to 8:30 p.m. at the Towson Library, located at 320 York Road in Towson. Representatives from Baltimore County will be present at the hearing to accept comments and answer questions. Further information can be obtained by calling the Bureau of Solid Waste Management at 410-887-2000. In the event that the library is closed due to inclement weather, the public hearing will be held at the same location and time on Thursday, December 19, 2013.

Copies of the proposed Plan amendments and regulation revisions are available below, as well as in the office of the Bureau of Solid Waste Management at 111 West Chesapeake Avenue, Towson, Maryland 21204 (County Office Building), and at every branch of the Baltimore County Public Library system.

In addition to the public hearing, persons may submit written comments on the proposed amendments and revisions to Edward C. Adams Jr., Director, Department of Public Works, 111 West Chesapeake Avenue, Towson, MD 21204. Comments must be received within 35 days of the public hearing.

Proposed Revisions to Solid Waste Management Regulations

  • The DPW is proposing a revision to the “Regulation for Disposal Rates at Eastern Sanitary Landfill Solid Waste Management Facility” regarding fines for violating County laws, rules, or regulations at the Eastern Sanitary Landfill (PDF).
  • The DPW is proposing revisions to the “Regulation for Baltimore County Residential Trash and Recycling Collection (Single Stream Recycling Version)” regarding Baltimore County’s recycling rate goals, as well as recycling collection at multi-family properties (PDF).
  • The DPW is proposing revisions to the “Regulation for Disposal Rates at Eastern Sanitary Landfill Solid Waste Management Facility,” the “Regulation for Baltimore County Residential Trash and Recycling Collection (Single Stream Recycling Version),” the “Regulation for Commercial Disposal at Baltimore County Resource Recovery Facility (BCRRF),” and the “Regulation for Use of Residents’ Drop-off Center (RDOC) at Baltimore County Resource Recovery Facility (BCRRF) and Western Acceptance Facility (WAF)” regarding name changes (PDF) for the Baltimore County Resource Recovery Facility and the agency previously referred to as the Baltimore County Department of Environmental Protection and Resource Management.
