It is the policy of Baltimore County, Maryland that minority business enterprises and women owned businesses shall have the maximum opportunity to participate in performance of contracts financed in whole or part by County funds for projects values in excess of $50,000.
For the purpose of these contracts, two goals have been established:
Goal 1: Ten percent for minority persons—an individual who is African American, Hispanic American, Asian American, American Indian or disabled, pursuant to the Baltimore County Business Enterprise Program.
Goal 2: Two percent for women exclusively, regardless of race of ethnicity, prusuant to Baltimore County's Minority Business Enterprise Program.
Minority and Women Business firms must be certified. They may be certified by either Maryland Department of Transportation (MDOT) minority business certification program or by the Baltimore City's minority business certification program. To be used as part of a consultant team for a county professional services contract, the firm must still be prequalified with Baltimore County Department of Public Works.
Prequalified firms wishing to be considered for selection must also submit separate forms with the SF255 (PDF).The following four (4) separate forms must be submitted.
If the firm feels that it cannot achieve these goals, then they must compelete the Minority Consultant / Architectural Unavailability Cerificate (PDF) form. This information will be reviewed by the County's MBE office.
