Contractor Prequalification

To qualify for bidding on capital improvement contracts in excess of $25,000, it is usually necessary that each bidder be pre-qualified with the Department of Public Works (DPW). A pre-qualified bidder is a contractor who has received a certificate of prequalification from DPW. A contractor must apply for prequalification by submitting the necessary form and information to DPW for approval. The contractor's prequalification must be approved at least ten County business days prior to the date specified for opening of bids. Please submit completed applications to:

Contractors requesting to have an additional category of work added to their prequalification certificate do not need to fill out a new application. Please email this request to dccaprequal@baltimorecountymd.gov.

DPW is no longer requiring Reference Inquiry Forms as part of the prequalification process.

Qualified bidders may obtain contract documents for the project by applying in person at DPW's Division of Construction Contracts Administration office and paying the required fee. Bidders are directed to submit a bid on the required bid forms and include the required bid deposit in the form of a bid bond in the amount indicated in the contract solicitation documents. A payment bond and performance bond is required on all projects in excess of $25,000 in the amount of 100 percent of the contract price.

In addition to bidding on capital projects, contractors must also be prequalified to construct public infrastructure on development projects via UA0/RA0 agreements, i.e. County right-of-way projects.

Once issued, prequalification certificates are valid for three years.
