Prequalification of General Contractors is required by the legislative act of the Baltimore County Council. Unless stipulated in a bid announcement, by addendum or in the contract documents, subcontractors are not required to be prequalified, but must be approved prior to the commencement of work.
Contractor's prequalification must be approved ten days prior to Bid Opening. New contractors should allow 60 days for processing. If your firm is currently prequalified with Baltimore County Department of Public Works you will receive notification that it is time to renew. Please do not send in your renewal application before you receive the notice from us. These notices will be sent via fax at the beginning of the month that you are up for renewal.
New contractors wishing to become prequalified should contact the Division of Construction Contracts Administration prior to downloading or completing any of the paperwork below.

All questions and blanks must be completed. If an answer is "Not Applicable", please place 'N/A' on that line. Any omitted information will result in a delay in processing your application. In addition, we have provided the ability to complete your form online. You cannot save the completed electronic form unless you have Acrobat Writer software; however, you can print the completed form, sign and notarize it, then copy it for your files before sending it in to our office. Please do not bind the application in any way. A single staple in the upper left hand corner is all that is needed.
The General Contractor is required to provide a bid bond for all projects and a performance and payment bond for 100 percent of the bid for all projects in excess of $25,000. Be advised that your application is subject to audit by the Baltimore County Office of the Auditor.
Three Reference Inquiry Forms are required for each work classification requested. Please note that a work classification is the Category (i.e. F - Utilities) and Number (i.e. - 1 Sanitary Sewers). Contractors are to only fill out the first page of the application. DO NOT write anything on the second page. The reference inquiry forms are to be returned directly to us from the municipality for whom you have done work. Projects referenced shall have been completed within the last five years. Projects that were completed more than five years ago will not be considered. Work requested on the reference inquiry form must reflect work done with the company's own forces specific to the project referenced and can not include work that was subcontracted out. Contractors requesting I-8 (Asbestos Removal) or I-9 (Lead Paint Abatement) must submit a letter stating that if for any reason their license is suspended or revoked they will notify Baltimore County in writing within 72 hours.
The application can be filled out in Adobe and then printed. Please note that unless you have Adobe Writer you will not be able to save the changes made.
