Prequalification of General Contractors is required by the legislative act of the Baltimore County Council. Unless stipulated in a bid announcement, subcontractors are not required to be prequalified, but must be approved prior to the commencement of work. Contractor's prequalification must be approved 10 days prior to Bid Opening. New contractors and existing contractors requesting additional categories should allow 60 days for processing. Contractors who are requesting additional categories be added to their prequalification should not fill out a new application. If an answer is "Not Applicable", please place 'N/A' on that line. Any omitted information will result in a delay in processing your application. In addition, we have provided the ability to complete your form on-line. You cannot save the completed electronic form unless you have Acrobat Writer software; however, you can print the completed form, sign and notarize it, then copy it for your files before sending it in to our office. Please call if you have any questions. Please do not bind the application in any way. A single staple in the upper left hand corner is all that is needed. The General Contractor is required to provide a bid bond for all projects and a performance and payment bond for 100 percent of the bid for all projects in excess of $25,000. Be advised that your application is subject to audit by the Baltimore County Office of the Auditor. Three Reference Inquiry Forms are required for each work classification requested. Please note that a work classification is the Category (i.e., F - Utilities) and Number (i.e., - 1 Sanitary Sewers). The reference inquiry forms are to be returned directly to us from the municipality for whom you have done work. Projects referenced shall have been completed within the last five years. Projects that were completed more than five years ago will not be considered. Work requested on the reference inquiry form must reflect work done with the company's own forces specific to the project referenced and can not include work that was subcontracted out. Please download the Reference Inquiry Form at the bottom of this page. For categories K-3 (Landfill); K-4 (Landfill - Gas); K-5 (Stream Restoration) & K-6 (Wetland Creation & Restoration) you need to submit a detailed summary for each reference submitted. This summary should include the type of work completed, the technique used and the materials used. Please note that no processing will be done until the required three references and summaries are received. Contractors requesting I-8 (Asbestos Removal) or I-9 (Lead Paint Abatement) must submit a letter stating that if for any reason their license is suspended or revoked they will notify Baltimore County in writing within seventy-two (72) hours. The application can be filled out in Adobe and then printed. Please note that unless you have Adobe Writer you will not be able to save the changes made.
