Function

Our mission is to provide responsible, efficient and effective engineering and construction administration services for County infrastructure, acting as owner and guardian during construction.

We provide these services for all new and rehabilitation contracts including sanitary sewers, water mains, roads, bridges and storm drains, public buildings and pumping stations throughout the County. We also provide our services for other departments in the County government, including Recreation and Parks, Environmental Protection and Sustainability (EPS), Police, Fire and Revenue Authority.

Contractor Prequalification

General Contractors wanting to bid on Public Works contracts are required to be prequalified. Prequalification must be approved 10 days prior to bid opening. Unless stipulated in a bid announcement, subcontractors are not required to be prequalified. Provided here is a list of prequalified contractors (PDF) and the classification of work (PDF) they are qualified to perform. This list is usually updated on the fifth of each month.

Invitations to Bid

Invitations to Bid advertises the proposed work. It identifies the required prequalification categories and cost group, bid proposal document inspection and sale information, and the date, time and place of bid opening. This page also lists prequalified contractors who have purchased the bid documents.

Source of Supply

All materials used on Baltimore County Construction Contracts must meet the requirements of the General Provisions in the Standard Specification for Construction & Materials. A manufacturer or supplier wishing to be added to the current Source of Supply must send a written request to the Baltimore County Division of Construction Contracts Administration. The request should include all catalogue cuts, test results, certifications and/or shop drawings pertaining to the particular material or item to be added. Upon approval the manufacturer or supplier will be added to the list.
