The first commander of the White Marsh Precinct was Captain Frederick G. Kestler. Located at 8220 Perry Hall Blvd., the 23,000 sq./ft. building was dedicated in November 1987 and was the first "modern" prototype precinct in the county to be built from the ground up. Designed to meet the specific needs of policing. The Woodlawn Precinct has since opened with a design based largely on the White Marsh Precinct.
Prior to the opening of the White Marsh Precinct, the diverse communities, in both urban and rural settings between Pulaski Hwy. and Belair Rd., were serviced by the Fullerton Precinct. In 1972 the Fullerton Precinct moved to 7852 Belair Rd., which is now the home of the Eastern Patrol Services Commander and the Eastern Traffic Unit. From 1920 to 1972, the Fullerton Precinct was located next door at 7856 Belair Rd.- the current District Office of Councilman Joseph Bartenfelder and the County Fire Department's Central Alarmers Unit.
