The Police Community Relations Council is a voluntary, independent and self constituted body of private citizens responsible to its constituents and the Council. The functions of Precinct Councils shall be:
- To acquaint individual citizens with their responsibility in the maintenance and preservation of law and order through implementation of various programs.
- To acquaint the general public with the professionalization and operation of police activities.
- To secure greater public cooperation with the Baltimore County Police Department through better understanding and communication.
- To promote increased cooperation between the police and other community agencies.
- To serve as a base for neighborhood maintenance and improvement.
- To assist in Crime Prevention.
- To serve as liaison between the Police Department and the neighborhood.
- To consult with Precinct Police Department personnel on problems of law enforcement within the Precinct and render suggestions for improving police service.
- To report to police, knowledge of potential and actual law violations.
- To assist police in the education of all citizens in how to reduce opportunities for crime to occur.
- To reduce juvenile crime.

Officer of the Year
The PCR also sponsors an Officer of the Year program. This also involves supervisors submitting nominations, which are reviewed by a committee formed from PCR members. The winner is presented with a plaque and honored at a meeting where the nominating resume is read to all in attendance.
Officer Appreciation Day
Each year the Police Community Relations Council sponsors this day and holds a picnic for all the officers of the precinct. All the food and beverages for the event, come from member donations, business donations, or are purchased with PCR funds. It's always a fun day on the parking lot of the precinct. (The PCR usually tries to hold the event in MAY in accordance with National Law Enforcement month.)
Town Meeting
Each year the PCR celebrates Crime Prevention Month by dedicating their October meeting for the purpose of a Town Meeting. They work with the Community Outreach Unit to give special presentations and supply handouts. The Presidents of all the Community Associations and Citizens on Patrol groups are specifically invited and urged to attend.
Holiday Party
The December meeting is always a party for all members and all police officers who are working. Once again the PCR provides everything through donations by members, businesses, community associations, and PCR funding.
