2000 vs 2001

Total crime in Baltimore County increased by 2,731 incidents during 2001 compared to 2000, an increase of 3.6%. All of the Part I or "serious crime" categories increased during 2001 compared to the previous year's total, except for Homicide, Rape and Motor Vehicle Theft, all of which decreased. During 2001, Homicide decreased by 2 cases or -6.1%, Rape decreased by 5 cases or -2.1% and Motor Vehicle Thefts decreased by 129 cases or -3.8%.

There were 37,405 offenses classified as Part I Crime during 2001. This represents an increase of 1,211 crimes or 3.3%, compared to the 36,194 cases reported during 2000. Other than 1999 and 2000, Part I Crime is the lowest reported since 1980 when the current method of recording Part I crime was initiated.

Part I Violent Crime increased by 367 cases (up 5.9%) with 6,543 cases in 2001 compared to 6,176 cases in 2000. Despite being the highest reported since 1997, Part I Violent Crime is below the previous 5-year average of 6,610.

Homicide decreased from 33 cases during 2000 to 31 cases in 2001. The number of homicides is above the previous 5-year average of 28 cases. Six of the homicides occurred in Essex and North Point Precincts; five homicides occurred in Woodlawn Precinct; four homicides occurred in Garrison; three homicides occurred in Wilkens, and Towson Precincts; two homicides occurred in Cockeysville and White Marsh Precincts.

The total number of rapes decreased from 238 during 2000 to 233 in 2001, a decrease of 5 cases or -2.1%. The number of rapes is slightly below the previous 5-year average of 235. The number of rapes decreased in Garrison Precinct, from 37 in 2000 to 29 in 2001, Towson Precinct, from 27 in 2000 to 19 in 2001, Essex Precinct, from 46 in 2000 to 41 in 2001, White Marsh Precinct, from 20 in 2000 to 16 in 2001 and Cockeysville Precinct, from 11 in 2000 to 9 in 2001. All other precincts reported increases with the highest volume change occurring in North Point, which had 16 more cases. In 58.7% of the cases, the victim knew the suspect prior to the offense.

The number of robberies increased from 1,582 cases in 2000 to 1723 cases in 2001, an increase of 141 cases or 8.9%. The 1,723 robberies were below the previous 5-year average of 2,013. Other than 1999 and 2000 the number of robberies in 2001 is the fewest reported since 1990. The number of robberies increased in every precinct except Cockeysville, which experienced a six case decrease from 81 in 2000 to 75 in 2001, down 7.4%. The greatest volume changes occurred in Woodlawn Precinct, which had 43 more cases, and in Garrison Precinct, which had 22 more cases. Increases were reported in all categories of robberies except highway and miscellaneous robberies, which decreased from 695 to 671 cases and from 127 to 123 cases, respectively.

The number of aggravated assaults increased from 4,323 in 2000 to 4,556 in 2001, an increase of 233 cases or 5.4%. The number of aggravated assaults is above the previous 5-year average of 4,334 cases. The number of aggravated assaults decreased in Towson and Cockeysville Precincts. The number of aggravated assaults increased in all other precincts. The greatest volume changes occurred in Woodlawn Precinct, which had 90 more cases; North Point Precinct which had 60 more cases; and, Towson Precinct, which had 50 fewer cases. There was an increase in all categories of aggravated assaults.

Part I Property Crimes increased from 30,018 offenses in 2000 to 30,862 offenses in 2001, an increase of 844 incidences or 2.8%. Other than 1999 and 2000, Part I Burglary crimes were the fewest number reported since before 1980 .

Burglaries increased by 659 cases (12.0%), from 5,499 offenses in 2000 to 6,158 offenses in 2001. The number of burglary cases is below the previous 5-year average of 6,495 cases. The number of offenses decreased in Wilkens Precinct. The greatest volume changes occurred in Garrison Precinct, where there were 139 more cases (up 16.2%); the Woodlawn Precinct, where there were 136 more cases (up 21.3%); the North point Precinct, where there were 126 more cases (up 17.5%) and White Marsh Precinct where there were 125 more cases (up 24.2%), . The value of property stolen during burglaries increased by 32.0%, from $6,427,394 to $8,482,091.

The number of thefts increased from 20,751 in 2000 to 21,039 in 2001, an increase of 288 cases or 1.4%. The number of thefts is below the previous 5-year average of 23,046 and, other than 1999 and 2000, is the lowest number of thefts reported since 1989 . The number of thefts decreased in all precincts with the exception of Parkville, which experienced a 1 case increase (from 1,329 to 1,330 cases); White Marsh, which experienced a 128 case increase (from 2,306 to 2,434 cases); Essex, which experienced a 181 case increase (from 2,101 to 2,282 cases) and North Point which experienced a 538 case increase (from 2,965 to 3,503). The greatest volume increase was reported in the category of From Auto Parts and Accessories, which increased by 5.61%, from 3,101 cases to 3,275 cases (a difference of 174 cases).

The number of motor vehicle thefts decreased by 129 cases or 3.8% from 3,406 in 2000 to 3,277 in 2001. The number of motor vehicle thefts decreased in every precinct except Woodlawn, Garrison and Essex. The greatest increases in the number of motor vehicle thefts were observed in Garrison Precinct and Essex Precinct, which had 59 more cases (up 11.9%) and 44 more cases (up 12.6%), respectively.

There was a tendency for certain vehicle makes and models to be targeted in Baltimore County. The following table identifies the thirteen most frequently stolen makes and models during 2001.

Arson increased by 26 cases or 7.2% from 362 reported arsons in 2000 to 388 in 2001. The number of arsons reported is above the previous 5-year average of 358 cases. The greatest increase in the number of cases was reported in Total Other: Cross, Timber, Fences, which increased by 25.81% from 124 to 156. This classification represents 40.21% of all arsons.

Less serious crime (Part II offenses) increased from 40,643 offenses in 2000 to 42,163 in 2001. This is an increase of 1,520 cases (3.7%) and is above the previous 5-year average of 40,890 offenses. Part II Crime increased in every precinct, except Wilkens, Cockeysville and Essex Precinct. The greatest volume changes were observed in North Point Precinct where Part II crime increased by 686 cases (up 11.0%) and in Garrison Precinct, where they increased by 363 cases (up 6.2%).

Part II offenses that experienced the largest volume increases over 2001 were destruction of property (up 788 cases or 8.4%); common assault (up 636 cases or 4.9%); fraud (up 351 cases or 34.6%); telephone misuse (up 154 cases or 7.3%); and, mail misuse (up 78 cases of 120.0%).

Part II offenses that experienced the largest volume decreases in 2001 compared to 2000 were checks bad (down 285 cases or 45.0%); embezzlement (down 120 cases or 15.1%); drugs-narcotics (possession) (down 116 cases or 30.6%); failure to return rented property (down 112 cases or 34.4%); and, crack sale (down 84 cases or 36.5%).

The number of calls for service increased from 541,879 calls in 2000 to 558,944 calls in 2001, an increase of 17,065 calls or 3.1%. The number of calls for service excluding traffic stops increased from 454,034 in 2000 to 469,769 in 2001, an increase of 15,735 calls or 3.5%. False alarm calls fell by 9.2% from 62,031 in 2000 to 56,295 in 2001, a reduction of 5,736 calls.
