Display and Print PAL Registration Form (PDF) Today's youth are living in a complex society which causes them to face a multitude of problems such as poor school performance, arrest, abuse, neglect, teen pregnancy, inadequate supervision, substandard living conditions, and alcohol/drug abuse. PAL realizes that not all youth have these problems, but does offer an environment that would deter a youth from becoming involved in anti-social behavior. It is the goal of PAL to monitor and assess the needs of youth throughout Baltimore County and provide an opportunity for these young people to interact with police officers in a positive setting that offers an outlet for educational and athletic programs. 
Since 1977 the Baltimore County PAL Centers have provided a safe, constructive alternative to idle boredom. The PAL Centers are staffed by Baltimore County police officers and Recreation coordinators who, along with community volunteers, try to enhance the positive moral development of the youth through enjoyable activities. Every PAL Center has a recreational section so that the youth can enjoy playing table tennis, billiards, video games, and other forms of entertainment. PAL offers tutorial and craft programs and other activities designed to expand the youth's intellectual and imaginative abilities. Parents and guardians are always welcome to stay with their children to enjoy and participate in the activities. Each PAL Center is designed to meet the needs of this unique community. The PAL Centers offer an array of free activities to youths between 8 and 17. PAL attempts to develop positive attitudes towards police officers by providing Baltimore County youth with role models. Personal interactions and youth crime prevention programs help bring about behavior change. PAL officers focusing on the at-risk youth will identify problems or deficiencies in youngsters' lives whether they be personal, school, or home. The PAL Centers have trained counselors available to help assist those in need. Officers and counselors refer long term cases to the appropriate agencies. Partnerships with other agencies and departments help PAL achieve its goals and meet the needs of the youth. A Board consisting of men and women from the business community, non-profit, and private sector governs PAL The Board oversees the budget in order to maintain sufficient funds to operate the PAL program.
