Fee Determination Guidelines

The Comprehensive Zoning Map Process (CZMP) takes place every four years on an exact schedule specified in the County Code. Any citizen may request a zoning change on any property in the County.

  1. Acreage for fee determination will be based on the amount of property subject to the rezoning request initiated by the applicant, not necessarily the entire acreage of the issue.  Acreage shall include the area of land located within the boundary of the issue, minus the area of land located within any right-of-ways located along the boundary of the issue (e.g., land located within existing or recorded boundary streets).
  2. If the parcel(s) in question in any issue is divided by the Urban-Rural Demarcation Line (URDL), the fee shall be assessed on the highest fee category applicable.
  3. For the purpose of assessing fees, contiguous parcels in the same ownership, or that are owned by immediate family members, shall be considered as one parcel and one issue.  For the purpose of this guideline, "immediate family members" are persons related as grandparents, parents, or parents' children by blood, marriage or adoption.
  4. If contiguous parcels are under an Agreement of Sale by one contract purchaser, they shall be considered as one parcel and one issue.
  5. Properties transected by alleys, streets, or right-of-ways are considered to be contiguous.
  6. For requests initiated by Civic Groups/Community Associations:
    • In order to qualify as a Civic Group/Community Association for the purposes of filing an issue during the CZMP, an organization must be registered as a community or business association with the Department prior to the start of the time period for filing issues.  A form (PDF) provided by the Department may be filled out to either register a new association or to update information.

    • A letter must be provided from the Board and/or President of the organization indicating that the organization authorizes the filing of the issue and has followed its designated decision-making process to determine that an issue should be filed.

    • If the parcels in question are contiguous, regardless of ownership, one filing fee will be assessed.

    • If the parcels in question are non-contiguous, a separate filing fee will be charged for each parcel or cluster of contiguous parcels.

    • Fees for Civic Groups/Community Associations will only apply to issues located within the geographic boundaries designated by the organization.  If the organization's boundaries are not on file with the Department, the organization must furnish documentation that the issue is located within its delineated geographic area.

  7. Issues filed by the Department, Planning Board members, and County Council members are exempt from any or all fees
