School Impact Regulations

The Baltimore County Code as of August 2, 2006 requires that the Office of Planning create regulations to assess development impact on schools.  Adopted School Impact Regulations (PDF) outline requirements developers need to submit to the Office of Planning in order to determine the impact of projects with a residential component on public school facilities.

Below are summaries of the approved development projects and the calculated pupil yield listed by school district.  The Office of Planning and the Department of Permits and Development Management are continually researching and verifying data on approved development.

2007-2008 Public School Facilities Report

Section 32-6-103(f) of the Baltimore County Code requires that the Office of Planning furnish the School Adequate Public Facilities Ordinance Report and Maps (PDF) using September 30, 2007 school enrollment data, indicating overcrowded school districts in accordance with parameters in the referenced County Code.

In the 2007-2008 school year, eight (8) elementary schools, one (1) middle school, and two (2) high schools in Baltimore County are over 115% of the State Rated Capacity (SRC).  A school impact analysis will be performed for each proposed development project to determine whether an adjacent school district is overcrowded under Section 32-6-103(f) of the Baltimore County Code.
