School Impact Regulations

The Baltimore County Code as of March 1, 2000 requires that the Department of Planning create regulations to assess development impact on schools.  Adopted School Impact Regulations (PDF) outline requirements developers need to submit to the Department of Planning in order to determine the impact of projects with a residential component on public school facilities.

Below are summaries of the approved development projects and the calculated pupil yield listed by school district. The Department of Planning and the Department of Permits, Approvals, and Inspections are continually researching and verifying data on approved development.

2011-2012 Public School Facilities Report

Section 32-6-103(f) of the Baltimore County Code requires that the Department of Planning furnish the School Adequate Public Facilities Ordinance Report and Maps (PDF) using September 30, 2011 school enrollment data, indicating overcrowded school districts in accordance with parameters in the referenced County Code.

School system capacities based on the full time equivalent (FTE) enrollments of September 30, 2011 and current school year's state rated capacity (SRC) are presented for all the elementary, middle, and high schools in the first section of this report. The second section reviews schools that are over 115 percent of the SRC.

In the 2011-2012 school year, full time equivalent (FTE) enrollments of fifteen (15) elementary schools are at or over 115 percent of the 2011-2012 State Rated Capacity (SRC). The FTEs for all the middle and high schools are under 115 percent of SRC. A school impact analysis will be performed for each proposed development project to determine whether an adjacent school district is overcrowded under Section 32-6-103(f) of the Baltimore County Code.
