The major elements of the Master Plan 2010 planning process include: • Goals and vision • Analysis of current problems • Creation of alternatives These elements were initiated, refined, and approved through a series of steps that included substantial public input. The process is described below. Kick-Off Meeting In January 1997, staff of Baltimore County Office of Planning held a kick-off meeting to begin the County’s Master Plan 2010 process. Advisory Groups Ten citizen advisory groups were formed in the spring of 1997 to identify the scope of issues, and begin the formation of proposed policies and actions.
Town Meetings During the summer of 1997, planning staff prepared the Master Plan 2010 Town Meeting Discussion Paper, putting forward the philosophy, ideas, and recommendations developed by the advisory groups and county agencies. A series of town meetings held in October 1997 provided an opportunity for the public to comment on the direction the master plan was taking and to bring forth ideas and concerns.
Planning Board Hearing and Adoption The draft was provided for the public review in October 1998. A public hearing at the Baltimore County Planning Board followed, at which public comment was offered for the board’s consideration.
County Council Hearing and Adoption In October 1999, the Planning Board submitted the draft plan to the County Council for its review. The County Council held a public hearing on the draft plan in November 1999, and adopted the plan on February 22, 2000.
