The Baltimore County Charter requires that a master plan be updated at least every ten years. The master plan provides policies and guidelines for sustaining livable communities and achieving balanced development in Baltimore County. The Baltimore County Council adopted Master Plan 2020 on November 15, 2010.
Baltimore County began launching growth management policies in the 1960s. The landmark programs – establishment of the Urban Rural Demarcation Line (URDL) in 1967, designation of the Owings Mills and White Marsh Growth Areas in 1975, creation and refinement of land management areas in later master plans, as well as Priority Funding Areas (PFAs) and Rural Legacy Program mandated by the 1997 Maryland Smart Growth Legislation – are essential to maintaining the sustainable development for economic well-being, public health and safety, education, and resource preservation throughout county communities.
The Master Plan 2020 carries on its legacy, continuing to create and maintain sustainable communities for county residents by promoting compact, walkable, mixed-use, transit-oriented development along commercial corridors or at underutilized properties and enhancing economic development through continued workforce development and business attraction. The Master Plan 2020 designates a new Middle River Redevelopment Area in eastern Baltimore County to achieve the county’s goal of establishing sustainable communities along the major commercial thoroughfares and near transit lines and stations.
