Closing Cost and Down Payment Programs
The Settlement Expense Loan Program (SELP) provides closing cost assistance to income-eligible, first-time homebuyers.
The Mortgage Assistance Loan Program (MALP) provides downpayment assistance to low to moderate-income first-time homebuyers in designated areas in existing communities through the County.
Assistance from SELP or MALP is in the form of a deferred loan that is forgivable if the homeowner occupies the property as their principal residence during the period of affordability as required by the HOME Investment Partnerships Act regulations. The period of affordability is fifteen years.
Candidates can apply for either SELP or MALP through Baltimore County’s housing counseling affiliates:
Southeast Community Development Corporation (SECDC) caters predominantly to the Latino, Hispanic American population and offers full service financial and housing counseling services with one-on-one counseling, evening and weekend hours, and they are the only bilingual staff in the metropolitan area.
Harford Road-Belair Road Community Services (HARBEL) provides comprehensive education and counseling services designed for the first-time home buyer.
Neighborhood Housing Services of Baltimore, Inc. (NHS) provides quality pre and post purchase homeownership education and foreclosure prevention counseling.
Diversified Housing Development, Inc. (DHD) provides monthly pre and post purchase homebuyer education and foreclosure counseling.
The Maryland Mortgage Program (MMP) provides assistance through its Downpayment and Settlement Expense Loan Program (DSELP) provided the applicant has been approved for a Community Development Administration (CDA) loan.
