Boards, Commissions, Committees

Boards, commissions and committees are designed to give citizens a voice in their government and provide a means of influencing decisions that shape the quality of life for the residents of Baltimore County. Participation with boards, commission or committees is one of the most effective steps citizens can take in becoming an active voice in their government.

Planning Board

The Planning Board advises the County Council on a variety of planning-related matters, including the Baltimore County Master Plan, area and special plans, the Comprehensive Zoning Map Process, amendments to zoning and related regulations, the Master Water and Sewerage Plan, Basic Services Maps, developments that conflict with the master plan or involve historic landmarks, and the Capital Improvement Program (CIP). Learn more>>

Landmarks Preservation Commission (LPC)

The Landmarks Preservation Commission approves the inclusion of historic properties along with their Historic Environmental Settings (HES) on the Preliminary Landmarks List and the formation of County historic districts. The LPC also approves exterior alterations affecting any structures on the Preliminary or Final Baltimore County Landmarks List and all developments including exterior alterations, within County historic districts. Design Review Panel (DRP)

The DRP encourages design excellence in designated commercial and residential review areas through the application of design guidelines contained in the Master Plan, the Comprehensive Manual of Development Policies, adopted community plans and/or Section 260 of the Baltimore County Zoning Regulations, as applicable. The DRP acts in a technical consulting capacity; its recommendations are binding to the Hearing Officer and county agencies. Learn more>>

Pedestrian and Bicycle Advisory Committee (PBAC)

The PBAC oversees a comprehensive program for improving the County's roads for pedestrian and bicycle use. Among its duties are recommending changes to county policy and regulations to encourage pedestrian- and bicycle-friendly development and to the county capital improvement program for the provision of pedestrian and bicycle facilities. Commission on Disabilities

The Commission on Disabilities advises on the coordination and development of the County's policies for citizens with disabilities. The County endorses the policy that no qualified person shall, on the basis of disability, be excluded from participation in, be denied the benefits of, or otherwise be subjected to discrimination under any program or activity within Baltimore County. The goals of the Commission are: to achieve an effective and systematic delivery of public, private, and consumer resources to all people with disabilities in the County; to identify the strengths and weaknesses in programs, services, and resources available to citizens with disabilities; and to propose the means whereby the needs of citizens with disabilities can be met.
