Baltimore County Plumbing Board

The Plumbing Board is established by the Baltimore County Code, Section 3-3, to advise the Director of the Department of Permits and Development Management regarding the administration of the Plumbers and Gasfitters regulations set forth in Section 21-15 of the Baltimore County Code (PDF) and to issue and regulate licenses required to practice plumbing and gas fitting in Baltimore County.

The Buildings Engineer for the Department of Permits and Development, Donald E. Brand, P.E., is responsible for the interpretation and enforcement of county building, fire, and related codes. He oversees the Plumbing Boards, as well as, the Plumbing Code Committee.

Bill 85-07 (PDF), updating Baltimore County Plumbing and Gasfitting Regulation is effective as of December 2007. This legislation updates the 2003 edition of the Baltimore County Plumbing Code by adopting the 2006 edition of the National Standard Plumbing Code along with 2007 NSPC Amendments and local amendments. Local amendments contain local practices and requirements in conformance with local conditions. Any comments should be submitted to the Baltimore County Council, 400 Washington Avenue, Room 205, Towson, MD 21204.
