Grading and Sediment Enforcements

The Sediment Control Inspections oversees active construction sites for proper grading and sediment and erosion control compliance, and investigates drainage complaints related to construction activities in the County.

Grading Permit Requirements

A grading permit is required if the proposed grading disturbs over 5,000 square feet of surface area or over 100 cubic yards of earth. A grading permit is required for any grading activities in any watercourse, floodplain, wetland area, buffers (stream and within 100 feet of tidal water), habitat protection areas or forest buffer areas (includes forest conservation areas).

Grading Regulations

The Grading Regulations (PDF) contains Section 1.04 of the Code of the Baltimore County Regulations (COBAR) which was adopted on April 22, 2005, and pertains to excavating, grading, sediment control, and forest management in Baltimore County.
