Lead Safe Baltimore County
Baltimore County is a national leader in the integration of comprehensive green and healthy housing interventions and strategies to create healthy, affordable, and sustainable homes for low income families. Baltimore County’s Office of Neighborhood Improvement has applied as and been approved as a new grantee for HUD’s Office of Healthy Homes Lead Hazard Reduction Demonstration Grant funding. The County’s $5,602,849 program will combine $4,000,000 in HUD Grant funding with $1,602,849 in match funds. With these lead hazard control funds, the County will create 300 lead safe units and leverage matching resources to make them energy efficient and healthy. For decades, childhood lead poisoning has tragically impacted the lives of children and communities in Baltimore County. Lead poisoning’s effects in at risk communities in terms of learning disabilities, loss of IQ, speech development problems, attention deficit disorder, and aggressive behavior have challenged the County’s schools and juvenile justice systems. In 2006, there were 85 children who were identified with elevated blood lead levels in Baltimore County. With a strong set of local, state and community partners (including the Coalition to End Childhood Lead Poisoning), the Office of Neighborhood Improvement will use these funds to aggressively pursue its goal of ending childhood lead poisoning in Baltimore County.
Leveraging Green and Healthy Homes
The Lead Hazard Reduction Demonstration Grant Program Plan was formulated to incorporate and leverage existing components of the County’s Consolidated Plan, Master Plan, Green Building Program, Healthy Homes initiative, and its enforcement strategies to address the needs of at risk families and children. By combining lead hazard reduction funding with the Department’s existing housing rehabilitation program, energy efficiency, weatherization, and Healthy Homes components, Lead Safe Baltimore County will leverage resources to create a greater stock of affordable lead safe homes and a more permanent transformation of deteriorated housing to sustainable lead safe and healthy housing.
In partnership with the Coalition, Lead Safe Baltimore County will promote the program’s lead hazard reduction services, educate the target communities on the dangers of lead-based paint hazards and engage the communities in how to create, access and maintain greener, healthier, lead safe housing. Through 150 trainings, presentations, and outreach events to community organizations, realtor associations, rental property owner associations, faith-based organizations, parent groups, and health care providers, the program will reach a broad segment of 16,500 County residents in the target communities with lead poisoning prevention information and services. The Program will leverage on a strong network of community, health care provider, and government agency referral sources to identify older, lower income properties where children reside that are at greatest need for lead hazard reduction services.
Who May Apply for a Lead Safe Grant?
Anyone living in or owning a house in Baltimore County can apply for this grant program, however, there are seven criteria that must be met in order for a property to qualify. In order to qualify for the grant, a property will have to meet the following specifications
- The property must be located in a Neighborhood Improvement target zip code. Those zip codes are, 21117, 21133, 21136, 21162, 21204, 21206, 21207, 21208, 21209, 21212, 21215, 21220, 21221, 21222, 21224, 21227, 21228, 21229, 21230, 21234, 21237, 21239, 21244, 21286.
- The property must have been constructed before 1978.
- A child under the age of 6 must live at or frequently visit the property.
- The property must contain at least 1 bedroom.
- The property must have a lead based paint hazard which will be determined by a qualified Baltimore County lead hazard risk assessor.
- Occupants of the property must not exceed HUD income limits listed below.

With regards to rental properties, all of the criteria above must be met by the occupants/tenants of the property. The land lord's obligation in the program is to give priority in renting to families who have children under the age of 6 for 3 years.
Vacant Rental Properties
If a property is vacant, it is only subject to criteria having to do with the property itself such as being built before 1978, being in a targeted zip code, etc. Giving priority to families with children under the age of 6 for 3 years would still apply after the lead hazard reduction work is completed.
