HUD HMIS

Homeless Management Information System (HMIS)

The Homeless Management Information System (HMIS) is a Congressional mandate for all jurisdictions that receive federal funding for homeless and homeless prevention services. The Baltimore County HMIS is a cooperative community case management tool that allows governmental agencies and non-profit organizations to better serve their homeless clientele. Federal, state, and local government, as well as non-government grantors, use HMIS data to analyze program performance, which will then help determine funding opportunities. More than 30 Baltimore County non-profit organizations, and more than 80 Baltimore County homeless or homeless prevention programs utilize HMIS. Baltimore County uses Bowman System's Service Point software to deliver our HMIS services.

You may contact Baltimore County's HMIS System Administrator, Jason Burns, at 443-208-1020. His duties include, but are not limited to:

  • Conducting HMIS trainings and user forums
  • Technical support for over 120 users
  • General database maintenance
  • Creating reports for funding opportunities
  • Participating in federal grant writing activities
  • Managing the HMIS budget
  • Monitoring all programs for HUD and local government compliance
  • Enforcing data quality standards
  • Enforcing timely data entry
  • Generating custom reports for research and fund raising
  • Administering HUD HMIS regulations
  • Maintaining Baltimore County's HMIS policies
  • Web site administration
  • Creating custom assessments for non-HUD related programs
  • Purchasing HMIS computer equipment
  • Maintaining HMIS equipment inventory
  • Participating in homeless advocacy groups
  • Evaluating program performance and client outcomes
  • Promoting HMIS to new agencies
  • Operating as the state elected Chairman of Maryland HMIS Administrators.

  • Consent Form (DOC) - must be signed by all adult clients. For HMIS users, be sure to fill out your agency name in the appropriate fields.

HMIS Data Analysis

Please note: Data reports may be available upon request via email to the HMIS System Administrator, and may take up to seven business days or longer to deliver.

  • Point in Time Analysis 2012 (PDF) - The U.S. Department of Housing and Urban Development mandates a biannual Point in Time homeless count. This data is used to help determine eligibility for the Federal funding of homeless programs. Counts are performed annually in Baltimore County. Point in Time does not reflect an annual count of homeless clients, as it only captures homeless data for one day out of the entire year. HUD requires this count to be performed on a single day during the last ten days of January.
  • Point in Time Trends from 2010 to 2012 (PDF) - The U.S. Department of Housing and Urban Development mandates a biannual Point in Time homeless count. This data is used to help determine eligibility for the Federal funding of homeless programs. Counts are performed annually in Baltimore County. Point in Time does not reflect an annual count of homeless clients, as it only captures homeless data for one day out of the entire year. HUD requires this count to be performed on a single day during the last ten days of January.

The data from this count is used to help determine eligibility for Federal funding. This counts includes Point in Time data from every count in the state of Maryland, as well as Baltimore City.
