Local Management Board Vision for Baltimore County

Baltimore County is a strong, stable community that provides families and children the resources and direction to achieve their potential as productive members of society.

Mission Statement

The mission of the Baltimore County Local Management Board is to maximize the efficient and effective delivery of government and private resources to families and children so that they may lead self-sufficient, healthy, and safe lives.

Background 

Pursuant to the Human Services Article § 8-301 of the Annotated Code of Maryland and an Executive Order (PDF) signed by County Executive James T. Smith, Jr. on June 28, 2005, the primary responsibility of the County's Local Management Board is to ensure the implementation of a local interagency service delivery system for children, youth and families. This interagency service system provides a continuum of care that is family and child oriented, emphasizes prevention, early intervention and community based-services, and gives priority to children and families most at risk.

The LMB facilitates collaboration across child-serving agencies, and promotes effective partnerships with public and private stakeholders. Unique to the LMB is the ability to focus on all aspects of child well-being, whereas other agencies concentrate – appropriately – on individual program results but not on the community as a whole.

It is also the responsibility of the LMB to influence public policy and to advocate for improved services to the County's children and families. The County Executive has appointed members to the LMB that represent both public and private interests and possess expertise on child and family-related issues. Through the three standing committees of the LMB(Early ChildhoodFamily Advisory and Youth Services), even broader perspective and expertise is available to the Board.
