With the guidance of the Baltimore County Workforce Development Council, the Baltimore County Office of Workforce Development (BCOWD) plays a unique role in the workforce development arena. In concert with the Department of Economic Development, the Baltimore County Workforce Development System (BCWDS) acts as a broker for initiatives designed to develop a skilled workforce. The Agency's customer base includes the Baltimore County business community, job seekers and students. Through a combination of federal, state and county financing BCWDS provides streamlined, comprehensive, and individualized services developed in response to local market and industry needs. |

The Office of Workforce Development’s updated Two Year Plan for program years 2007 – 2008 (PDF) is available for public review and comment. The updated plan is in response to The American Recovery and Reinvestment Act (ARRA) of 2009 which provides funds to increase the level of training and retraining services for our workforce. |
