From Barry F. Williams, Director

Director of Office of Employment and Training.

I would like to thank my dedicated staff at the Baltimore County Office of Workforce Development (BCOWD) and willing members of our Workforce Development Council for their continued support and commitment to our customers and mission.  It is through their energy that we have been able to embrace our community and provide professional services through innovative and timely responses to economic fluctuations.

As the director of BCOWD, one of my goals is to assure that we are well positioned and ready to deliver the highest quality services to our community.  We will continue to strengthen relationships with regional partners in government, education and the private sector.  Lifelong learning is not only a concept that we advocate, but practice as well.  Investments in staff development and resource enhancements are vital components in the delivery of quality services.

Vision Statement

The Office of Workforce Development (OWD) will diligently work with its customers to help develop a skilled and trained workforce to enhance and grow the business community.  With the guidance of the Baltimore County Workforce Development Council, OWD will strive to promote economic and workforce development.

Mission Statement

To respond to the ever changing needs of area businesses by providing access to skilled, well trained, job ready employees by continuing our private-public partnerships and an open dialogue to find solutions for future workforce needs and issues.

To provide appropriate training programs through public and private resources and expertise to ensure that individuals have the necessary skills to meet the demands of today's evolving workplace.

In Partnership with the

Maryland's virtual one-stop resource for jobs, training and workforce support.
