A variety of treatment services are provided either directly by the Bureau or through contracted vendors. Placement into treatment requires a thorough assessment to detemine the most effective treatment program. Services are provided to Baltimore County residents based on their ability to pay. Service is not refused to those who cannot afford treatment. For adults, services provided include:
Outpatient Treatment

Long Term Residential Treatment for criminal justice referrals
Halfway Housing
The Baltimore County Bureau of Substance Abuse directly operates the Northern Area Treatment Program in Cockeysville and the Eastern Area Treatment Program in Rosedale. These two outpatient programs provide comprehensive treatment services to adult and adolescent substance abusers and their family members. Clients may receive individual, group, and family therapy and education.
TAP (Treatment Access Program)
The Bureau has funds available for substance abuse treatment for clients with limited or no medical insurance. In order to access treatment, a thorough assessment is provided and referral to the appropriate level of care is made.
Substance Abuse Awareness Program
This six week series is designed to teach the facts about substance abuse so that participants can make informed choices about future behavior. The series is free and open to the public. Individuals who are convicted of DUI/DWI or a substance abuse related offense for whom the Court has made participation in a substance abuse education program a condition of sentencing can fulfill their requirements in this program. Referrals may come directly through Court or via the Motor Vehicle Administration. A fixed fee is charged for this series of classes.
