| |  | The Bureau of Substance Abuse is pleased to present the first annual report Pathway to Progress. This publication reflects the prevention, intervention, and treatment services contracted through the Bureau as well as services provided directly by the Bureau during Fiscal Year 2005. Research indicates that treatment reduces substance use, increases employment, and decreases criminality and homelessness. This report shows that Baltimore County programs achieved positive results in all of these areas in FY 2005.
