Outpatient mental health services such as assessment and evaluation, individual, group, and family therapies are provided by Outpatient Mental Centers (PMHCs) regulated under Maryland Law (COMAR 10.21.20) and individual mental health professionals authorized and licensed by appropriate practice boards. Individual practitioners include physicians, psychologists, social workers, nurse psychotherapists, and licensed clinical professional counselors (LCPSs) or licensed clinical marriage and family therapists (LCMFTs).
A consumer may receive up to 12 visits after the consumer is registered with MAPS-MD before a treatment plan is submitted. Pre-authorized visits are only for registered Public Mental Health System consumers who have a mental health diagnosis covered by the Public Mental Health System.

Mobile Treatment Services are community-based, intensive outpatient services rendered providers approved under Maryland Law (COMAR 10.21.19). Mobile Treatment Services provide assertive outreach, treatment, and support to individuals with mental illness who may be homeless, or for whom more traditional forms of outpatient treatment have been ineffective or who have had repeated psychiatric hospital stays. Service is provided by a multidisciplinary team, is mobile and provided in the individual’s natural environment (i.e., home, street, shelters, etc.). Mobile Treatment Services are also available for children, adolescents, and their families who require more intensive intervention in order to clinically stabilize the child’s or adolescent’s psychiatric condition, to promote family preservation, and/or to return to functioning and quality of life to previously established levels as soon as possible.
Services provided include psychiatric evaluation and treatment, clinical assessment, medication management monitoring, interactive therapies, support with daily living skills, assistance with locating housing, and case management. The duration frequency and intensity of services provided are determined by an individual’s treatment plan. The goal is to provide continuous treatment through a multidisciplinary team, avert hospitalizations, and remediate tenuous living situations.

Mental Health Case Management services rendered by a provider according to provisions of Maryland Law (COMAR 10.9.45) are time-limited intensive services to individuals with Severe and Persistent Mental Illness (SPMI) and Serious Emotional Disturbance (SED). The service is for individuals who frequently use emergency rooms and hospitals or are placed in jails due to their inability to manage their mental illness and/or basic personal needs. Services include: assessment of the individual's needs, planning and coordination of needed services, linking the individual to services, monitoring receipt of services, and advocating on behalf of the individual. Mental Health Case Management does not include direct therapy, and is not authorized for the sole purpose of providing transportation to appointments.
Because children and adolescent consumers need to interact with various systems of care, the case manager plays a vital role in assisting the child and family with decisions about their child's care. For example, the case manager may attend conferences and meetings held on behalf of the child and family by other service providers, e.g., the school system, juvenile justice.
The goal of the case manager is to assist the service providers in delivering an integrated community-based treatment program, even though services may be delivered by several service providers and systems of care.
