Department of Health Bureaus

Child, Adolescent & Reproductive Health

The Bureau of Child, Adolescent &d Reproductive Health provides a wide array of preventive, treatment and care coordination services to individuals from birth through maturity. These services include, promoting physical, emotional, social well-being for the families, especially, the women and children of our community.

Disease Control

The Bureau of Disease Control is central in promoting the health and well being of all peoples; individuals, families and communities in Baltimore County.

Its charge is the detection, control, and prevention of disease and bioterrorism among Baltimore County residents and visitors. This is accomplished by monitoring the occurrences of those legally mandated reportable diseases and other diseases of public health concern (surveillance or assessment) and by appropriate investigative and clinical procedures to detect disease outbreaks and potential threats to the community.

We recognize the importance of making the best, most up-to date information accessible and comprehensible to the people it is meant for.

Long Term Care

The Bureau of Long Term Care provides a continuum of services to help keep residents in their home. The services are primarily for disabled adults and senior citizens at risk of long term care placement. Services provided include home health, hospital discharge planning, case management and medical assistance personal care and transportation services. This bureau also provides coordination of health care services for qualified uninsured residents.

Medical Social Work

The Bureau of Medical Social Work offers HIV education and anonymous testing, provides case management services to individuals infected with HIV/AIDS and enrolls eligible children and pregnant women in the Maryland Childrens Health Program.

Mental Health

The Baltimore County Bureau of Mental Health is a unit of the Health Department that has been designated by the Maryland Mental Hygiene Administration as a Core Service Agency. The Bureau functions to administer state funded services to our contracted providers for mentally ill persons residing in Baltimore County.

Public Health Emergency Preparedness

Public Health Emergency Preparedness responds to two types of events: natural (unintentional) and intentional events. These events include: natural disasters, transportation mishaps, chemical spills, biological attacks, nuclear attacks, radiation release or chemical attacks.

Additional responsibilities include:

  • Educate, train and prepare the health department employees, community health care workers and residents of Baltimore County about the above types of threats with which they may be faced;
  • Dispense medicines and administer vaccines and medical care to the masses in the event of an emergency;
  • Communicate with state and federal officials in the event of an emergency to ensure proper aid is distributed to the county; and
  • To conduct continuous surveillance of disease activity in order to detect higher than normal amounts of illness in the County.

Public Health Nursing


The Bureau of Public Health Nursing is a specialized area of practice which strives to preserve the health of populations across the lifespan by emphasizing health promotion, and disease prevention and control. To accomplish this goal, public health nurses provide comprehensive health services to individuals, families and the community-at-large through a broad spectrum of targeted interventions and programs.

Substance Abuse

The Bureau of Substance Abuse offers a variety of substance abuse prevention, intervention, and treatment services to adolescents and adults who reside, go to school, work or are adjudicated in Baltimore County. 

Prevention programs provide services to individuals, families, schools, and the community. These programs include High Risk Preschool, Adolescent and Parenting Education, Students Against Destructive Decisions (SADD) and Community Mobilization.

Treatment services are provided throughout the County to adolescents, adults, and the homeless. Services include education, evaluation, referral, outpatient, intensive outpatient, long term residential, detoxification and methadone maintenance.
