Behavioral Health Advisory Council

The Baltimore County Behavioral Health Advisory Council (BHAC) was established in accordance with Title 10, Subtitle 3, Part II of the Health General article of the Annotated Code of Maryland for the provision of joint existing Mental Health and Addictions Advisory Committees. The merging of the two advisory committees into the BHAC was accomplished through County legislation in December 2018. The BHAC works with the Local Behavioral Health Authority to:

  • Monitor, review and evaluate the adequacy of publicly funded behavioral health services within the County
  • Determine the needs of the county behavioral health system, including quality of services, gaps in the system and interagency coordination
  • Participate in the development of the local behavioral health plan and budget and make recommendations
  • Prepare and disseminate an annual report to required parties
