The purpose of this council is to create an environment that fosters mutual understanding and respect of all distinctive racial, national, religious, linguistic or cultural heritages of the various ethnic groups living in Baltimore County.

The Council shall consist of 15 voting members appointed by the County Executive. The term of a member is two years. A member who is appointed after a term has begun serves for the rest of the term. At the end of a term, a member may continue to serve until a successor is appointed. To the extent possible, the membership shall reflect the ethnicity of the county's population.

The duties of the Baltimore County Ethnic Diversity Advisory Council are to:

  • Make recommendations on all substantial policies that affect any or all of the ethnic groups in the County including but not limited to the County's affirmative action plan as it relates to hiring and promotions, personnel policies, and appointments to boards and commissions.

  • Serve as community liaisons representing their respective ethnicities in order to share and provide information, issues and concerns relating to the mission of the council.

  • Establish a networking system among various ethnic communities in order to ensure that their issues and concerns are being adequately addressed.

  • Formulate and develop a comprehensive directory reflecting ethnic organizations, churches and related groups for participation in county government activities.
