Police Promotion Ceremony

December 15, 2008

It is an honor to be here this morning to congratulate the twenty-one police officers and two civilians who are receiving promotions. We are welcoming into our leadership ranks three new Captains, five new Lieutenants, six new Sergeants, seven new Corporals, and two civilian promotions.

In just a few short weeks, we will find ourselves in 2009, which will mark the 135th Anniversary of the Baltimore County Police Department. Much has changed since the Maryland General Assembly authorized the Commissioners of Baltimore County to create a Police department. Our communities have grown, technology has advanced by leaps and bounds, and we no longer require our mounted officers to “furnish their own horses, trappings, equipment and forage for horses.”

Our Police Officers Are Dedicated

What has not changed is the outstanding character of the men and women of the Baltimore County Police Department. Throughout the history of this Department, the professionalism, selflessness, and tireless dedication of our police officers has constantly been the foundation of our communities’ well being. The safety that you provide in the places our people live, work, and shop, allows our neighborhoods to thrive.

These values have kept our Police Department one of the most innovative and effective departments in the nation. These values have continually earned the respect and admiration of the citizens you serve. And these values are taught to our officers from the top down, from the leadership team you are joining today.

As County Executive, and as a citizen, I have great faith in the leadership of the Baltimore County Police Department. Chief Jim Johnson is leading a dynamic police department, and with help from officers at every level he has instituted some incredibly effective crime prevention measures.

Crime At Twenty Year Low

Thanks to those efforts, crime is at a twenty year low in Baltimore County and serious crime has dropped by 20 percent from 2002 to 2007. In addition, we are maintaining a clearance rate of 74 percent for violent crime and over 80 percent for homicides.

These are impressive accomplishments and every police officer in the county deserves credit for them. However, the bar has been raised, and expectations are high. Especially for those of you who are now leaders in our department.

In Conclusion

But I know, like those who have come before you in the Department’s 135 year history, that you will rise to the occasion and make your fellow officers, your families, and the people you serve proud. On behalf of all the people of Baltimore County, I thank you for your commitment, congratulate you on this achievement, and wish you the best of luck in your new positions.
