Draft Small Watershed Action Plans

Baltimore County is divided by watershed into 23 Small Watershed Action Plan (SWAP) areas. SWAPs have been developed for about half of the planning areas and completed SWAPs are posted online. This page is dedicated to draft SWAPs which are ready for public comment.

In developing a SWAP, the watershed is assessed for sources of pollution to streams and rivers, and restoration opportunities. An action plan to improve stream conditions is established; it is designed to achieve various Total Maximum Daily Loads set by Maryland Department of the Environment. The SWAP is guided by an active steering committee composed of community leaders, representatives of local institutions, businesses, and watershed associations, as well as pertinent county and state agencies. Two public meetings were held for both the Liberty Reservoir and Loch Raven North SWAPs. All SWAP meetings are open to the public. The Liberty Reservoir and Loch Raven North draft SWAPs are now available for public comment.

If you wish to comment on the SWAPs, please reference the SWAP, page number, subsection and paragraph for each comment. Comments are due by April 17, 2015.
