NPDES – National Pollution Discharge Elimination System

Archived Annual Reports

The NPDES program requires urban jurisdictions, such as Baltimore County, to have a discharge permit for their storm drain pipes.  Baltimore County prepares an annual report of stormwater related programs and projects targeted to reduce water quality pollution.  The report below was completed in 2006 and summarizes programs and data from 2005.

Overview (PDF):  Summary of each component in Baltimore County's NPDES permit and annual report.

Section 1 - Stormwater Management Program (PDF):  Contains information on the number and type of stormwater facilities as well as the acreage of drainage area controlled.  This assists in determining watersheds in the County that may need additional stream erosion protection from stormwater impacts.

Section 2 - Sediment Control Program (PDF):  Provides trends in the number of building and grading permits issued and the acreage of disturbed land.

Section 3 - Road Maintenance and Recycling Program (PDF):  Includes an accounting of the Vac-Con Stormdrain cleaning program, the Street Sweeping Program and Recycling programs.  Also includes data on the use of fertilizer, pesticide and deicing materials by County facilities.

Section 4 - Education Program (PDF):  Updates our success with the State's Green School award program and our partnerships with other government agencies and local watershed groups.

Section 5 - Illicit Connection Program (PDF):  Summarizes the detection, investigation, and remediation of illicit connections to the County's stormdrain system.

Section 6 - Geographic Information Analysis and Databases (PDF):  Updates the sources for the spatial data used in analyses.

Section 7 - Watershed Planning and Restoration (PDF):  Documents capital restoration projects constructed by DEPRM and a systematic assessment of the associated pollutant reductions.

Section 8 - Discharge Characterization and Assessment of Controls (PDF):  Includes data on Spring Branch which has been a long term monitoring site for Baltimore County and the sampling design for Scotts Level Branch.  Contains geomorphological data for the Windlass Run watershed used to evaluate the effectiveness of the recently revised Maryland Stormwater Design Manual.

Section 9 - Watershed Restoration and Monitoring (PDF):   Data includes storm event and baseflow chemical monitoring, continuous discharge and temperature monitoring, stream geomorphological monitoring and biological monitoring and submerged aquatic vegetation monitoring.

Section 10 - BMP Pollutant Load Reductions (PDF):  Compiles the pollutant load reductions resulting from all the management programs.

Section 11 - Permit Administration, Legal Authority, and Fiscal Analysis (PDF):  Provides financial information regarding the County's capital, operational and maintenance expenditures related to these NPDES programs.
