Defined in the Baltimore County Code as “a natural bathing beach together with any appurtenances, or other improvements, at a pond, lake, quarry, stream, or bay, intended to be used collectively by numbers of individuals for swimming or recreational bathing, regardless of whether a fee is charged for use." A permit is required to operate or maintain a public bathing beach.
