This section is responsible for responding to complaints and requests for assistance from citizens, businesses, and County government agencies concerning the disposal of waste materials, and for regulating facilities which manage waste materials.
Response to Complaints - This includes the investigation of complaints related to the illegal disposal of wastes, and the release of hazardous chemicals and petroleum products. Corrective action, as required under County law and/or regulation, is conducted by this section, by person(s) responsible for the problem, or by private contractors authorized by and under the supervision of this section.
Permit Review - This involves the review and processing of permits for local trash haulers, recycling facilities and landfills. The permit review may include public hearings and meetings, and coordination with State and Federal government agencies.
Facility Monitoring - This involves the conduction of routine inspections of landfills, recycling facilities, and trash trucks. This also includes the collection and analysis of water and soil samples from various recycling facilities and landfills, including water samples from residential wells.
Community Outreach - This involves providing information to County residents about the proper handling and disposal of household chemical wastes. Part of this program includes the operation of a facility for the collection and recycling or proper disposal of household chemical wastes, such as flammable solvents, paints, automotive fluids, pesticides, pool chemicals, acids, caustics, and other materials which cannot be handled through the routine solid waste collection system. This facility is housed at the Eastern Sanitary Landfill and accepts materials Monday through Saturday, from April through October. In addition, one-day collection events are held semi-annually in the Spring and Fall.
Assistance to County Agencies - This involves the conduction of site assessments of properties proposed for acquisition or sale by Baltimore County in order to identify and evaluate environmental problems, or to review assessments conducted for Baltimore County by private companies. This also includes providing technical assistance concerning the disposal of wastes and chemicals from sites operated by various County agencies. This assistance can include collecting soil and water samples from County properties, and the preparation of reports to State agencies.
