The Environmental Health Section (EH) within the Department of Environmental Protection & Resource Management (DEPRM) is a multi-disciplined group that to monitors and enforces various laws, regulations, and policies enacted to safeguard the general health and well being of the public.  Programs and functions under the EH include the following:

Food Service Facility Inspection Program: EH regulates over 3,100 annually permitted facilities and temporary event/festival type licensed food operations throughout the County.  EH also investigates food-related complaints, food product recalls, and any other food-related issues.

Certified Food Manager Program:  EH requires the operators of each medium and high priority food service facility to have a certified food manager on site during all hours of operation. 

Certified Food Service Manager - Level I is required for medium and high priority facilities.  These facilities can operate one or more days per week.  If a non -profit facility operates four or more days per week then a Certified Food Service Manager - Level I is required.

Certified Food Service Manager - Level II is required for a volunteer fire company or bona fide non-profit fraternal, civic, veterans', religious, or charitable organization that operates a high or medium priority food service facility three days or less per week.


Food Facility and Swimming Pool Plans Review:  EH regulates the construction of food service facilities and public swimming pools and supports the building permit review process.  All construction plans, whether new construction or renovation, must be submitted for approval.  The food plans review staff also examines Hazard Analysis Critical Control Point (HACCP) Risk Assessments and the HACCP Manual.


Water Supply Monitoring Program:  EH enforces the Safe Drinking Water Act for commercial and institutional private water supplies. Responsibilities include the review of quarterly bacteriological monitoring reports and yearly nitrate monitoring reports, enforcement activities, and consultative services.


Recreational Hygiene Program:  EH regulates camps, bathing beaches and public swimming pools.  Routine background microbiological sampling of the County's tidal recreational waters and permitted fresh water bathing beaches is also a function of this program.  Additional recreational water’s sampling is also conducted, as needed, in support of sanitary sewer overflow investigations. 


Clean Indoor Air Act Program: EH enforces the prohibition of smoking in all indoor areas open to the public.


Miscellaneous Complaint Program:  EH investigates complaints and enforces regulations related to mosquitoes and other insects, improper handling and disposal of wastes, the release of hazardous chemicals or petroleum products, nuisance dust from construction sites, open burning of trash, problems with private water and septic systems, and other miscellaneous nuisances.


Permit Review Program:  EH reviews and processes local open burning, demolition and building alteration permits, which include site inspections to insure that asbestos-containing materials, hazardous chemicals, petroleum products, private well, and septic systems are handled properly.


Facility Monitoring Program:  EH reviews, inspects, and processes permits for local trash haulers, recycling facilities, landfills, hotels, motels, and mobile home parks.


Household Hazardous Waste Program:  EH operates a facility for the collection, recycling or proper disposal of household chemical wastes.  This facility is housed at the Eastern Sanitary Landfill and accepts materials during normal landfill hours Monday through Saturday, from April through November.   In addition, one-day collection events are held semi-annually in the spring and fall of the year

Technical Assistance: EH provides information, guidance and consultative services on all programs regulated by this Section to county, state and federal agencies, private industry personnel and the general public.
