Career Training Eligibility 101
Workforce Investment Opportunity Act (WOIA) training may be available to individuals who demonstrate the need for a particular skill, licensure or certification that aligns with local labor market demand. Training can only be considered for job seekers who meet federal eligibility guidelines. Training scholarship applications are processed by DEWD Career Consultant staff.

What are the eligibility requirements for job seekers to receive individualized career services or training services?
- 18 years of age or older
- Valid Social Security number
- Citizenship or non-citizen authorized to work in the U.S.
- Military Selective Service registration requirements (males born on or after Jan. 1, 1960)
- Visit www.sss.gov to check your status and print your registration confirmation
Job seekers will also be asked to provide documentation of Unemployment Insurance (UI) records, public assistance benefits, veteran status, Baltimore County residency, and/or income verification.
Are there other eligibility requirements that job seekers must meet to receive individual career services or training services?
- Baltimore County Resident or,
- Non-Resident who has recently been laid off from a Baltimore County employer, or
- Non-Resident who is currently working for a Baltimore County employer, but are underemployed (salary criteria must be met).
What is the process to access individualized career services or training services?
- Complete MWE enrollment, including the Background Wizard, Resume, and the Virtual Recruiter.
- Meet with a Career Resource Specialist to be assessed for the WIOA program.
- Meet with a Career Consultant to receive a WIOA program orientation and establish eligibility.
- Work one-on-one with Career Consultant to develop a personalized employment plan. The Career Consultant will direct eligible applicants to complete a training scholarship application.
Is there an out of pocket cost to receive career and or training services?
These services are free for Baltimore County residents who are economically disadvantaged or dislocated workers as defined by federal eligibility guidelines. Read above for general eligibility requirements or call the office nearest you for more specific eligibility guidelines.
Does every WIOA eligible job seeker receive training?
No. Career consultants guide job seekers through a training scholarship process as funds are available. Training is assessed by need and approved on a case-by-case basis.
Do I have to be receiving unemployment to be considered for WIOA training?
No. Funds are available for individuals who are not eligible to receive Unemployment Insurance benefits or are currently working. However, individuals must meet household size and income criteria if currently working.
Can I still receive Unemployment Benefits while I attend training?
Yes. Recipients of approved training programs will receive instructions from their Career Consultants regarding the appropriate way to file their bi-weekly Telecert or Webcert. UI waivers of the job search requirement are also available depending on the training schedule and duration.
What happens if I become employed during training?
Customers who become employed during training may continue based upon the training provider’s schedule and availability. They should also alert their Career Consultant of their new employment as well as any changes made to their training schedule.
What happens if I start a training program before coming to the American Job Center, but now I can't finish because I lost my income. Can WIOA funds help?
When an individual begins a training program before visiting an American Job Center and working with staff, they miss an important step in the career planning process: the development of an Individual Employment Plan (IEP). The IEP process ensures that both the customer and center staff agree that the chosen training program is in-demand and increases a job seeker’s marketability in his or her career field. If a customer wishes to be funded for WIOA funded training at the Baltimore County American Job Center, he or she must first work with staff to determine if training is necessary for re-employment.
The training class I want to take starts next week. Who do I see?
You are welcomed to visit a Baltimore County American Job Center and begin the career development process. Keep in mind however that more than one week is generally required to determine whether an individual meets the requirement to receive training. All customers must first complete center enrollment and assessment, receive orientation, be determined eligible, receive career planning services, and develop an Individual Employment Plan (IEP) and training application with center staff.
The course I want to take is listed on the MHEC list of approved courses, why do I have to apply for funding?
Approval from the Maryland Higher Education Commission (MHEC) does not mean automatic funding of training. Final determination of training scholarship awards come through the Department of Economic and Workforce Development.
Is there a maximum amount of dollars for a training program?
Each application is evaluated on a case-by-case basis, and is subject to the availability of funds at any given time. DEWD may fund, at its discretion, all or a portion of the tuition cost.
