Fall 2006 Speaker Series: Transit Oriented Design

The Office of Planning will continue its Fall 2006 Speaker Series with a discussion on transit oriented design. The series will feature Paul Morris, the principal for PB Placemaking in Washington D.C., who will speak on the topic of "New Vitality for Older Communities." The dialogue will be held on Thursday, November 16 at the County Courts Building, Room 407, 401 Bosley Avenue in Towson (enter from the Courthouse Plaza).

Citizen Input Meeting Scheduled for the Capital Improvement Program

The Baltimore County Planning Board, in conjunction with County agencies, welcomes citizens to participate in the annual review of the Capital Improvement Program for fiscal years 2008 through 2013. The meeting will take place on Thursday, November 16 at 6 p.m. at the County Courts Building, Room 407, 401 Bosley Avenue in Towson (enter from the Courthouse Plaza). The meeting allows citizen comments to be considered as County agencies formulate their requests. The agency requests will be submitted to the Planning Board in January for review and approval. If you are unable to attend, you may also provide written comments to the Planning Board. Veterans Day Commemoration

County Executive Jim Smith and the Baltimore County Council cordially invite all County Veterans and their families to a ceremony honoring Veterans of Armed Services on November 9 at 11 a.m. The event will be held at the National Guard Armory, 307 Washington Avenue in Towson. The County Executive will make remarks, the Lansdowne High School ROTC will present colors, and the Patapsco High School Show Choir will perform a patriotic routine including renditions of all services' anthems.

Baltimore Watershed Agreement

The County Executive and the Mayor of Baltimore will officially sign a renewed Memorandum of Understanding (MOU) in November - Date-to-be-determined.  Check the County's web site for more information. This MOU outlines the cooperative management and monitoring of the County and City's shared watersheds. Five areas of focus include Stormwater Management, Community Greening, Development and Redevelopment, Public Health, and Trash.

Environmental Restoration Project (November Update)

A stream restoration and water quality retrofit project is completed at the Fields of Renaissance Park (the former Tall Trees site). The site improvements include a pond with a fountain, gazebo, benches and trails. A park dedication will be scheduled.

Fleming Park Shore Erosion Control Project (November Update)

The construction of a shoreline enhancement project will begin this fall at Fleming Park. The Fleming Park Shore Erosion Control Project will consist of 3,300 linear feet of shoreline protection. Features include marsh restoration, stone sill, and stone revetment. This project is funded by Baltimore County and Maryland Department of Environment.

Edgemere Water Line Project Expanded (November Update)

Water lines for the entire Edgemere community are being cleaned and lined this year as part of a $3.5 million, two-year project to improve water quality and enhance fire protection. The improvements, begun last September (2005) and now projected to be finished in December, will impact about 1,500 area residents.

Wise Avenue Bridge: Official Re-Opening set for March '07 (November Update)

In early August the Wise Avenue Draw Bridge was closed for repairs, while Baltimore County's contractor begins renovating the span's 60-year old electrical system and making mechanical and structural repairs. The span is expected to be closed for nine months and the entire rehabilitation project, which will take about 14 months, is projected to cost $2 million and will be finished in March 2007. During construction, traffic will be detoured from Merritt Blvd. to German Hill to North Point Blvd. Trucks will be detoured from Merritt Blvd. to North Point Road and then to North Point Blvd. Though the bridge will be closed during renovation, navigation will be kept open.

Water and Sewer on Kelso Drive (November Update)

Baltimore County is installing utilities on Kelso. A new sewer line, costing about $424,000, has recently been completed. And more than two miles of new water main, costing about $4.5 million, will be constructed through Rossville, Kelso, Martin Blvd. and Transverse Avenue beginning next March. This work should be finished by the winter of 2007-08.

Water and Road Work on Grays Road (November Update)

In May, County contractors began replacing a deteriorating 36-inch water line in Grays Road, from Wise Avenue south. This major rehabilitation job, expected to cost about $1.4 million, is now nearly complete and should be finished by December.

Dundalk Cleaning and Lining Water Mains (November Update)

Engineers from Public Works began cleaning and relining water lines in North Dundalk near the Community College in June. The work, which will take about two years to complete, has been moving slowly during past months as crews have been detailed to other jobs. However, the completion date for the $3.6 million project impacting an area from Merritt Blvd. to German Hill Road and down to Sollers Point Road should be finished by the spring of 2008 (just about on schedule).

Help for Seaside Road (November Update)

Public Works is planning to provide eight residences on Seaside Road with public water and sewer next year in order to protect public health. The project, which was presented at a community meeting in September, includes grinder pumps to bring effluent up to the elevation of gravity sewers (costing $200,000) and 1600 feet of 12-inch water line (costing $400,000). With County Council approval, work is expected to begin this fall. The contract was awarded in late October and construction on the water line may begin over the winter.

Lynch Point Sewer Pumping Station - Work Begins in November (November Update) 

Contractors expect to begin rehabilitating the Lynch Point Sewerage Pumping Station in November  (not October as originally reported). The $1.1 million job will take about a year to complete.

Edgepoint Pumping Station (November Update)

The County has also begun building a new sewage pumping station on North Point Blvd to replace the antiquated Edgepoint Sewer Pumping Station. Work began in September and will probably be finished by June of 2007. When the new station is completed the old one will be demolished.

Traffic Calming for Selling Avenue (November Update)

Traffic engineers from the County's Department of Public Works finished reviewing Selling Avenue (between Philadelphia Road and Sagramore Road) in September to see if the street qualified for traffic calming measures under the County's standards. Selling Avenue qualified and traffic engineers are currently drafting plans to retrofit the road with traffic calming measures. When complete, the plans will be presented to the community for approval.

Sewers from Towson to Rosedale and Beyond (November Update)

Public Works is rehabbing more than six thousand feet of sewer line in six areas this year and next. The Department plans to spend $361,000 on lines which go through parts of Kenilworth, Burke, Sussex, Stemmers Run Road, Fullerton Avenue and Oakdale (in Rosedale Terrace).
