Baltimore County Residents may drop off unwanted household chemicals, paints, pesticides, mercury thermometers, fluorescent light bulbs, ammunition, fireworks and automotive fluids at the Texas Landfill drop off center on Warren Road, between York Road and Beaver Dam Road on Sunday April 13 from 10 a.m. to 2 p.m.

County officials have announced that the new Rental Registration Law is now in effect, and that owners of most residential rental units in buildings with one to six units must be inspected, registered and licensed by the county on or before July 1, 2008. A landlord who fails to comply with this law is subject to a civil penalty of $1,000.
This law, initiated by the County Council and passed on December 19, extends a pilot program in certain neighborhoods to cover the entire County. The purpose of the law is to protect the safety, health and welfare of tenants of by creating an additional procedure for the enforcement of county codes and violations. Tenants of larger apartment complexes are already protected by the County's Livability Code.

In July 2007, Baltimore County began installing more than two miles of new water mains on Kelso, costing $4 million. The line is being constructed through Rossville, Kelso, Martin Blvd. and Transverse Avenue and the project should be finished by the spring of 2008. It's about 20 percent complete.

Work on the Day Village Pumping Station (on Avondale Road in Sparrows Point) began this fall and will take a year to complete. The station is being rebuilt to raise it above the flood plain, at a cost of $1.3 million. Work also began this September to rehabilitate the Shore Road Pumping Station to the north of Lynch Cove. To increase capacity and prevent overflows the County is investing $1.8 million to modernize both the structure and equipment. Work should be completed by the fall of 2008. In addition, construction of the Lyons Home Pumping Station near Peach Orchard Creek is also underway. The old station will be demolished and a new one will be built costing about $2.3 million. Engineers expect to complete the work by spring 2008.

Baltimore County has started cleaning and lining water lines running through Hazelwood Avenue, between the City line and Kenwood Avenue. The $1.5 million job will improve water service to about 1200 homes. Work began in October and should be completed by this summer. The job site will be shut down for the cold winter weather.

The Department of Public Works plans to finish installation of a median strip at the intersection of Holly Neck Road and Back River Neck Road this spring not in January as previously projected. The strip, designed to delineate the traffic lanes and guide turning vehicles to the proper side of the road, is expected to improve traffic safety at this intersection.

The Ebenezer Road Bridge (Bridge No. 294), just north of Bird River Road over Windlass Run, has been repeatedly damaged by high water in recent years and is being replaced. The new bridge will be located south of the old one and the span will be increased from 12 feet to 80 to protect the structure from flooding. Work, which began in January, is projected to take 18 months and cost $1.5 million. During construction, traffic will continue to use the old bridge until the new one is finished.

Residents on Woodhaven, between Chesaco and Seling Avenue, recently received plans from the County's traffic engineers to improve their neighborhood by installing speed humps. Engineers also prepared plans for Church Road and Searles Road, which combine speed humps with pedestrian safety islands. Residents on both streets must now review the proposals before construction can begin.

Moorgate Road, between Merritt Boulevard and Denbury Road, has qualified for the County's Traffic Calming Program. Engineers have drafted plans to slow traffic and reduce congestion. The plans will be submitted to residents for approval possibly in March.

The dredging of Duck and Deep Creek will resume June 15, 2008. The operations have been suspending for the fish spawning environmental window. The permit application for the maintenance dredging of Jones and North Point Creek Dredging is still under review by the state and federal regulatory agencies.
The permit application for the maintenance dredging of Chink Creek, Schoolhouse Cove, Tabasco Cove, and Lynch Cove (Bear Creek tributary) will be submitted to the state and federal regulatory agencies this month.
