Baltimore County Annual Action Plan Public Hearing

The County invites citizens to submit their comments in writing or to attend the public hearing on the Action Plan scheduled for Tuesday, May 6, from 6 to 8 p.m. in Room 104 of the Jefferson Building, 105 West Chesapeake Avenue in Towson.

Baltimore County seeks review and comments for its Annual Action Plan identifying the proposed use of its Fiscal Year 2015 federal funds. The Baltimore County Annual Action Plan includes the County's intended usage and expected partnerships in the areas of Fair Housing, Public Service Projects, Homeless Service Projects and Capital Projects Removing Architectural Barriers.

The Annual Action Plan further includes the County’s plans to fund Housing Opportunities Rehabilitation Programs, Settlement Expense Loan and Mortgage Assistance Loan Programs and Community Housing Development Organizations. This plan identifies the County's efforts to develop and maintain viable communities by providing decent housing and a suitable living environment, and expanding economic opportunities principally for low and moderate income persons. The Action Plan proposes how the County's Fiscal Year (FY) 2015 allocation of Community Development Block Grant, Home Investment Partnership Act and Emergency Solutions Grant funds will be used to further the priorities identified within the FY 2012 to 2016 Consolidated Plan.

Trash the Litter, Not Your River! – Meeting to Develop a Countywide Trash-Reduction Strategy

By means of wind, runoff and dumping, the litter in your community eventually ends up in the nearest waterway. Your local rivers, streams and lakes are now polluted with thousands of pounds of trash.

We want to hear from you with what you perceive as the biggest sources of litter and what programs are (or could be) the most effective in tackling this pervasive and unwieldy problem. Baltimore County Department of Environmental Protection and Sustainability is hosting community meetings around the county to help in the development of a county-wide Trash Reduction Strategy.

Bridge Near Third Mine Branch Reduced to One Lane

A nine-foot long, concrete-slab bridge on Stablersville Road (just west of Graystone Road) is in need of repair and has been reduced to one lane of traffic by Public Works structural engineers. The bridge is scheduled to be inspected and then repaired this summer.

Traffic Calming in Timonium

Pine Valley Drive in Timonium (west of I-83 and north of Timonium Road) has qualified for traffic calming. Engineers in Public Works have developed plans which were presented to residents for review and approval. They have been approved but not yet forwarded to the Department of Public Works for action.

Traffic Calming North of Seminary

Valleyfield Road in the Meadowland community of Timonium recently qualified for traffic calming measures. Engineers in the Department of Public Works, Bureau of Traffic Engineering and Transportation Planning developed plans to install speed humps and remove an “unwarranted” stop sign. The plans were sent to residents for review and approval.

Hartley Mill Road Bridge is Now One Lane

The Hartley Mill Road Bridge (B-0039), over Long Green Creek, north of the Gunpowder Falls State Park, is now restricted to one lane of traffic.

Gores Mill Road Bridges

The concrete bridges, which span Little Falls just south of the Morris Meadows Recreation Farm, were constructed more than eighty years ago and three of the four have reached the end of their useful life, according to County structural engineers. One can be rehabilitated. Bridges B-0136, B-0138 and B-0346 are scheduled for replacement and new structures are currently being designed. Construction is anticipated for summer 2015. Bridge B-0137 – immediately adjacent to Bridge B-0138 – will be widened for traffic safety. Both Federal and County funds are being used on this $2.6 million project.

Gorsuch Mill Road Bridge over Blackrock Run

Gorsuch Mill Road Bridge, B-0071, over Blackrock Run is scheduled for "initial project scoping" this year, with construction expected in 2016.

Jericho Covered Bridge

The historic Jericho Covered Bridge, spanning Little Gunpowder Falls east of Kingsville, is scheduled for a major renovation this summer. A detour will be posted. Work on the $2 million project will require about a year.

New Water Pipe for York Road

Baltimore County’s contractors are replacing 9,500 feet of old water line in York Road, between Ridgely and Padonia Roads. The new 24-inch line, double the diameter of the old line, is expected to cost $5 million and take one to three years to install. The project, according to County engineers, is designed “to build redundancy into the system." The County’s contractor, Burgermeister Bell, started the project in April 2010 and may be finished this summer. The project is 99 percent complete.
