| |  | In preparing for the public sale of the Kingsley Park property to a qualified developer, the Offices of Planning and Community Conservation have found it necessary to ask the Baltimore County Planning Board to amend the pattern book (PDF) that was developed through the community charrette held in June 2005. The agencies are seeking to amend the elements discussed below. The changes would be made to the Illustrative Master Plan (PDF) on page 4 of the Pattern Book. This map, along with Amendment Text (PDF), was introduced to the Planning Board on Thursday, February 2, 2006. The board is expected to vote on the amendments on Thursday, February 16, 2006. - The location and configuration of the parking lot, and the street that provides access to the lot off of Old Eastern Avenue, on the Renaissance Park property adjacent to Kingsley Park and the St. Stephens A.M.E. church cemetery. The parking lot is designed to accommodate park visitors and overflow parking for St. Stephens. As part of this amendment, the plan would require sufficient plantings to screen the view of the lot from Old Eastern Avenue. The reason for the proposed reconfiguration of the parking lot is to avoid disturbing unmarked graves in the church cemetery that have been identified through a survey.
- The design of the entranceway on Back River Neck Road, which is to provide access to the adjacent parking lots of St. Stephens A.M.E. and the senior housing that will be built adjacent to the church. The reason for the design modification of this entranceway is to discourage drivers on Back River Neck Road from using the church parking lot as a cut- through. The church has requested the change.
