Q. What is the Commission on Disabilities, and what does it do?

A. The Commission on provides advice and coordination in the development of the County's policies affecting residents with disabilities. The Commission's objectives are to provide an effective, systematic delivery of public and private resources to County residents with disabilities; to identify strengths and weaknesses in programs, services, and resources; and, to propose methods for meetings the needs of citizens with disabilities. The Commission is comprised of representatives from private non-profit, government, and public agencies, consumers and family members. There are six Standing Committees: Community Living, Education, Employment, Legislative, Public Information & Awareness, and Universal Access. Q. I am a Disabled Veteran and pay no property taxes. Do I have to pay Metropolitan District Charges?

A. Disabled veterans and their surviving spouses are exempt from payment of all Metropolitan District Charges as well as certain construction loan charges, such as water and sewer deficit charges, water and sewer property connection charges and water and sewer system connection charges. However, no exemption shall be granted for the special water and sewer installation charges (also known as the private plumber's bill).

Q. I am calling with questions about my disability check.

A. You need to call 1-800-772-1213, which is the National Disability Office in Woodlawn, Maryland. If you prefer, you can go to the Social Security Office nearest your home; everything is computerized, so either office can assist you.

Q. How do I get handicapped tags, placards, and/or parking permits?

A. This is done through the Maryland State Department of Motor Vehicles. You need to call the Customer Service Center at 1-800-950-1MVA(1682); 1-800-492-4575 TDD.

Q. Can you help me find an accessible place to live?

A. There are two resources which may be able to help you: The MCIL: Resources for Independent Living at 410-444-1400; or National Clearinghouse for Accessible Housing at 1-800-421-1221.

Q. I live in an apartment/condominium, and I need a reserved parking place, due to my disability. Who is responsible for installing this parking place and sign?

A. The landlord of the apartment complex, and/or the community association or governing board is responsible for making reasonable accommodation; however, you may be responsible for the cost. The Fair Housing Act makes it unlawful for any person to refuse to make a reasonable accommodation in rules, policies, practices or services, when such accommodation may be necessary, to afford a person with a disability equal opportunity to use and enjoy a dwelling unit, including public space and common use areas. Q. I live in a single-family home/townhouse. How do I obtain a reserved parking space?

A. Contact the Motor Vehicle Administration at 1-800-950-1682. Your request will be forwarded to the Baltimore County Bureau of Traffic Engineering, who will investigate and determine eligibility. If you are eligible, a sign will be posted at County expense.
