The Office of Community Conservation is accepting new applications for capital projects. The agency is only accepting renewal applications for public service projects and homeless projects, meaning an applicant must be receiving funding in Fiscal Year 2008 (current fiscal year). The application files are Microsoft Excel or Microsoft Word documents.
The deadline for applications is 4 p.m. Monday, January 7, 2008. Applications must be received by that time at:

A public meeting and pre-bid conference on Fiscal Year 2009 CDBG grants will be held at 9:30 a.m. Tuesday, November 13, 2007, at the Towson Library Meeting Room, 330 York Road.

CDBG Grants Administration provides for the appropriation of entitlement funds awarded to Baltimore County from Federal and State housing and community development programs, such as the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships (HOME) Program,and the Stewart B. McKinney Emergency Shelter Grant (ESG) Program funded under the U.S. Department of Housing and Urban Development (HUD), and the Homeless Prevention Program, Emergency and Transitional Housing Services, and Homeless Women’s Services funded under the Maryland State Department of Housing and Community Development (DHCD). These grant programs are primarily designed to benefit low and moderate-income households and individuals through various activities carried out by public agencies and non-profit organizations, such as housing rehabilitation, home ownership assistance, drug and alcohol counseling, fair housing, education and counseling services to the homeless and at-risk, capital improvements for community-based facilities and public infrastructure, and programs which benefit the disabled.Funds received under this program are tied to the County's Consolidated Plan 2007-2011 and its One-Year updates FY2007 Annual Action Plan (PDF—Warning, this file is 2.5 MB and could take several minutes to download with a highspeed Internet connection.). The updates are completed for each fiscal year and describe the progress of initiatives and projects outlined in the Plan. They also explain changes in policies and direction by the County based on the past year's experience and describe additional projects that were undertaken during that year. A part of these Updates is a List of Proposed Activities to be Undertaken beginning July 1 of each fiscal year. These documents are mandated by the U.S. Department of Housing and Urban Development (HUD) and are reviewed and approved each year. Evaluations by HUD are made each year for compliance of activities outlined in these plans.

Baltimore County has been designated by the U. S. Department of Housing and Urban Development as an entitlement jurisdiction for the Community Development Block Grant (CDBG) Program and the Stewart B. McKinney Emergency Shelter Grant (ESG) Program, and a participating jurisdiction for the Home Investment Partnerships (HOME) Program. In accordance with these designations, Baltimore County is expected to have available $8,765,531 to address the priority needs identified in the strategic plan during the program period beginning July 1, 2007. These funds, a combination of entitlement block grants and program income, are as follows:
