The following is an explanation of the curb ramp request process.
- A person with a disability or someone with a close relationship to him should contact Hal Franklin of the Baltimore Commission on Disabilities, 410-887-3580 (Voice), 410-887-2799 (TTY), e-mail at HFranklin@co.ba.md.us to request a curb ramp or ramps.
- The Commission on Disabilities will contact the Bureau of Traffic Engineering listing the disabled person's name, address, phone number, and the location of the requested curb ramps. A copy of the request is sent to the ADA Coordinator for his record.
- The Bureau of Traffic Engineering reviews each requested location on site to determine if it is feasible to construct a curb ramp.
- If determined feasible, the request is forwarded to the Bureau of Highways for construction.
- If it is not determined feasible, the Bureau of Traffic Engineering responds in writing to the person requesting the curb ramp (with a copy to Commission on Disabilities and the Americans with Disabilities Act (ADA) Coordinator) stating the reasons for the denial of the request.

When County-funded sidewalk infrastructure improvement projects are initiated, curb ramps are installed as part of the project.

- Baltimore County provides accessibility services for citizens. This includes the building plans review process to ensure that all new construction, alterations and/or additions that require a building permit meet all of the requirements of the Maryland Accessibility Code and the American's with Disabilities Act Accessibility Guidelines.

- A Baltimore County resident who wants to apply for on-street residential accessible parking should first contact the Motor Vehicle Administration (MVA) at 410-768-7646.
- The MVA will then forward the request to the Baltimore County Bureau of Traffic Engineering for investigation.
- The investigation will adhere to the Baltimore County Policy on Reserved Parking Spaces for Persons with Physical Disabilities (PDF).
- If determined to be feasible, the Baltimore County Bureau of Traffic Engineering will provide sign installation.
- If the request is not determined feasible, the Bureau of Traffic Engineering will respond in writing to the person requesting on-street residential accessible parking (with a copy to Commission on Disabilities and the ADA Coordinator) stating the reasons for the denial of the request.
