The Honorable Robert Dugan was born in Baltimore, Maryland, December 14, 1941. He attended Baltimore City College.  He graduated  Washington College, B.A., in 1965 and the University of Maryland School of Law, J.D., in 1966. He was admitted to the Maryland Bar in 1968.
