Doing Business with Baltimore County

The Purchasing Division seeks to secure needed products and services for using agencies, our customers, at the lowest ultimate cost consistent with the quality, quantity and delivery requested. It strives to represent the County to the business community in the best possible light, to promote competition to the fullest practicable extent, and to administer its programs openly, uniformly and fairly. In short, we strive to obtain the maximum benefit from every tax dollar spent.

We recognize that the procurement process may seem complex, and we welcome your questions about any aspects of the process. We look forward to productive business relationships that reflect favorably upon both the community and the Purchasing Division. We pledge to do all within our ability to maintain them as we serve the interests of the citizens of Baltimore County.

Always make your first call to the Purchasing Division. If a consultation with using agencies or others is necessary, we can save you time by arranging an appointment with the right person. Request E-mail Notification
The Baltimore County Purchasing Division sends out solicitation postings to vendors pertaining to the needs of the general government via e-mail in the areas of supplies, services, human services (including training), office equipment, janitorial, vehicle, furniture, building maintenance, computer hardware/software and related services, recreational products, landscaping, construction, promotional items and more. To be added to the email distribution list, complete the vendor e-mail notification request form

This page provides bid opportunities solicited by the Purchasing Division (General Government only). 

SDAT Requirement ("Good Standing" status)
This section pertains to the Certification of Registration and Tax Payment. Baltimore County requires the successful bidder to be in "Good Standing" (also known as Certificate of Status) with the State of Maryland. Any business conducting Interstate or Intrastate business within Maryland must be registered with the Maryland Department of Assessments and Taxation (SDAT) in accordance with the Annotated Code of Maryland, Corporation and Associations.  Baltimore County verifies the successful bidder's status with SDAT. Non-compliance to this section may result in a delay in contract award or rejection of a bid.

Open houses (Procurement Outreach) are regularly scheduled to give you a chance to meet the buyers and get first hand information about how the Purchasing and Disbursements Division operatesFurthermore, we have combined Outreach Training with the Open Houses for small businesses to learn the ins and outs of the public procurement process.

Baltimore County Procurement Overview
Baltimore County Procurement Overview  provides an overview of Purchasing's centralized procurement process and provides insight on some items that can affect the procurement award process. The County’s Purchasing Division is a centralized procurement office responsible for buying commodities, supplies, services, human services, office equipment, janitorial, building maintenance, vehicles, communications, computer hardware/software, peripherals and related services, furniture, recreational products, landscaping and more.

Vendor Self Service
Vendor Self Service (VSS)  allows vendors currently under contract with the county to maintain their account through Vendor Self Service. Register with Baltimore County Purchasing Division, update your contact information. If you are currently doing business with Baltimore County, or receiving payments in any form, you must visit our Vendor Self Service site to activate your account and update your company profile information.

Minority Business Enterprise
Minority Business Enterprise on June 4, 2009 County Executive Jim Smith signed a new Executive Order pertaining to the Use of Minority Business Enterprises and Women's Business Enterprises in County Contracts. A copy of the Executive Order can be downloaded from the Baltimore County Office of Fair Practices, Minority Business Enterprise page along with other information pertinent to the MBE/WBE program.
