Doing Business with Baltimore County

The Bureau seeks to secure needed products and services for using agencies, our customers, at the lowest ultimate cost consistent with the quality, quantity and delivery requested. It strives to represent the County to the business community in the best possible light, to promote competition to the fullest practicable extent, and to administer its programs openly, uniformly and fairly. In short, we strive to obtain the maximum benefit from every tax dollar spent.

We recognize that the procurement process may seem complex, and we welcome your questions about any aspects of the process. We look forward to productive business relationships that reflect favorably upon both the community and the Purchasing Bureau. We pledge to do all within our ability to maintain them as we serve the interests of the citizens of Baltimore County.

Always make your first call at the Purchasing Bureau. If a consultation with using agencies or others is necessary, we can save you time by arranging an appointment with the right person. We will always try to make your contacts with the County mutually productive. Inquiries or questions regarding these procedures may be directed to any of the buyers listed under our Contact Us page.

Request E-mail Notification

The Baltimore County Purchasing Bureau sends out solicitation postings to vendors via e-mail. Vendors wishing to receive e-mail notification of solicitations should complete the vendor e-mail notification request form listing pertinent information such as your company's name, address, and e-mail address.

Open House Invitation and Upcoming Events

Quarterly open houses are scheduled to give you a chance to meet the buyers and get first hand information about how the Purchasing and Disbursements Bureau operatesFurthermore, we occassionally offer Outreach Training for small businesses to learn the ins and outs of the public procurement process.

For Construction Contracts

Construction Contract solicitations are issued by the Department of Public Works. To bid on construction contracts, bidders must be pre-qualified by submitting a completed contractor's qualification questionnaire to the Department of Public Works and receive approval of both experience and financial responsibility.
